DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 26 SEPTEMBER 2021
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr J Burnham. Cllr F Beaney, Cllr K Olsson.
In Attendance: Mrs V Davies, Clerk.
100.21 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr R Wright, Cllr B Gill-Stafford,
101.21 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
102.21 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 26 JULY 2021 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Fisher, seconded Cllr Burnham and resolved by all Cllrs that the notes of the meeting held on the 26 July 2021 be approved as a correct record. These would be signed by the Chairman.
103.21 CLERKS REPORT.
The Clerk reported the following:-
 
Councillors were requested to re-complete their declarations of interest forms showing their addresses and places of work.
 
Notification had been received for a Road Closure Order on Welsdale Road 18.10.21 to 22.10.21 for Road Patching works.
 
The clerk had ordered a remembrance wreath for the Remembrance Service. Action: Cllr White to contact the school to find out if a service had been arranged.
 
104.21 TO DISCUSS PLANNING APPLICATIONS AND DECISIONS.
N/042/01850/21 LAND OPPOSITE INGLNOOK, ENFIELD ROAD, DONINGTON ON BAIN. Planning Permission - Erection of a detached house with a detached single garage
The parish council had resolved to submit the following comment.
“The Parish council considers that the proposed application is on the side of existing bungalows and is taking away their light.”
105.21 FINANCE. TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR MAY 2021
Proposed. Cllr Fisher seconded Cllr Beaney and resolved by all Cllrs to approve the following payments. Cllrs also noted the balances in the accounts and the Income received.:-

The Parish council agreed that the clerk would have delegated access to online banking to enable her to view the statements only. Further signatories were required on the Parish Council bank accounts. It was resolved that Cllr Olsson and Cllr Burnham would be signatories on the Bank accounts.
106.21. DEFIBRILLATOR
The administration of the Defibrillation had been transferred to the clerk. Cllr Fisher and Cllr White had changed the pads on the defibrillator.
 
107. 21 MUGA/PLAYGROUND
 
The annual safety inspections on the playground and MUGA had been completed by Playsafety. Cllrs noted the findings. The Parish Council would look into these repairs.
 
108.21 FOOTPATH/ WALKS LEAFLET/PROVISION OF CAR PARK/TOILETS
The clerk had requested funding for a walks leaflet. Funding may be available however that would dependant on finding/promoting suitable parking and securing funding. ELDC Cllr Andrews had advised that ELDC would be prepared to donate £300. Discussion took place regarding proving car parking and toilets. It was considered that the provision of toilets would not be viable.
Discussion took place regarding the provision of car parking. Action: Clerk to contact contractors to quote for Grass Parking . It was noted that grant funding is available for planting of trees which may be required as a screen.
108.21 ALLOTMENTS
Several requests had been received for allotments. The clerk would send out the renewal documentation to allotment holders to see if there were any vacancies.
Action Clerk to remind allotment holders they had to follow the terms and conditions of the tenancy by maintaining the allotments in a tidy condition.
 
109.21 CEMETERY
A resident was concerned that the cemetery and the churchyard look unkept in early spring and Autumn. The parish council resolved to keep to the existing grass cutting schedule
110.21 PARKING AT THE PRIMARY SCHOOL.
 
The clerk had posted a letter (via the school) and now sent two emails to the school for the attention of the Chair of Governors to request a meeting to discuss parking at the school. Action: Clerk to email to ask if one of the councillors could attend the Governing Body meeting. Action: Clerk to write to the pre-school.
 
111.21 PROVISION OF A CLOTHING BIN
 
There was already a clothing bin in the village. Councillors resolved that there was no requirement for another clothing bin.

 
112.21 ANY OTHER BUSINESS
There was no other business.
113.21 DATE OF NEXT MEETING
The next meeting will take place on Monday 25 October.
