DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON WEDNESDAY 2 AUGUST 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr F Beaney. Cllr F Hedley, Cllr K Olsson

There were no members of the public.
96.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr R Wright, Cllr B Gill-Stafford and Cllr J Taylor.
97.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
OPEN MEETING
A letter had been received from a parishioner. This was discussed under speeding.
98.23 TO APPROVE THE MINUTES OF THE MEETINGS ON 26 JUNE
Proposed Cllr Hedley, Seconded Cllr White approval of the minutes of 26 June 2023. Cllr White signed the minutes.
99.23 CLERKS REPORT.
The parish council approved the purchase of a filing cabinet. This item was deferred as ELDC Cllr Simpson may have a filing cabinet to donate to the parish council.
100.23 NEWSLETTER
The Parish Council would include an entry in the newsletter.
 
101.23 FINANCE. TO APPROVE THE CHEQUES FOR AUGUST AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr White seconded Cllr Hedley and agreed by all Cllrs to authorise the cheques for payment.

102.23 PLAYGROUND/MUGA
PRE SCHOOL GYM TRAIL
The Pre school Gym Trail had been removed and Cllr Hedley, Cllr Wright Cllr Taylor and Cllr Olsson had been to view where the trail will be located. Councillors noted that Playdays will put up barriers while they are working.
PLAYGROUND
The safety matting had been looked at by Playdays. The cost of installing a new surface was estimated to be £10,000. Cllr Hedley and Cllr Wright would look into ways at filling between the gaps on the flooring.

 
MUGA
The Parish Council noted that a side panel had broken at the MUGA. The Parish Council had submitted a claim for matched funding to refurbish the MUGA. The grant application was through to the next round of consideration and the clerk had provided LCC with information requested to support the claim. A previous quotation of approximately £5,000 had been received to replace the boarding at the MUGA. The clerk would contact the grant funding co-ordinator to verify if part of the refurbishment works could commence before the grant had been awarded or if this would jeopardise the status of the grant application.
The Annual Safety Inspection would take place in August. Cllrs would attempt to meet with the inspector to ask about ways to address the flooring at the playground.

104.23 SPEEDING
A resident had written a letter to the parish council about speeding. The Parish council resolved that the clerk would submit a request to LCC Cllr Marfleet for an additional 40mph repeater sign. There is one 40 mph sign on Station Road and not another until Manor Road.
The clerk would respond to the parishioner advising that parish council takes the issue of speeding very seriously and is taking steps to address the problem.
The parish council has requested via LCC Marfleet a review of the speed limits in the village and a 20mph speed limit by the primary school. There is currently a consultation underway regarding proposed waiting restrictions at Main Road, Glebe Close And Chapel Lane. This is following pressure from the Parish council for many years.
At the meeting on 26 June, the Parish Council resolved to purchase a speed detection gun. We are liaising with a parishioner who has offered to complete some training on using the gun. He has also identified a number of volunteers to help with its use. Once the speed gun system is operating, we will have the data regarding the extent of the speeding issue.
Discussion took place regarding the possibility of erecting picket village entry marker gates. This may be investigated depending on the results of the grant funding for the MUGA.
The clerk would write to the Headteacher requesting her to remind parents in September of the opportunity to park at the Black Horse for school drop off and pick ups.
105.23 PLANNING APPLICATIONS
N/042/01395/23 Church View, Main Road, Donington on Bain. Erection of 2 two storey dwellings and construction of a vehicular access.
The Parish council resolved to submit the following comment. The parish council objected to this application. The parish council is concerned about the access to the dwellings. The driveway to the second property appears to exit into the schools driveway or very close to this. There is already an issue with parking around the school.
The proposed property at the back has access into Chapel Lane at the junction of Enfield Road. There is a question regarding the access onto Chapel Lane and the visibility of vehicles exiting this access.
Furthermore, the current sewage system is under pressure and there is concern that there is insufficient capacity to support additional dwellings.
There was concern regarding the operating times of any proposed construction taking place.
If the district council is minded to grant planning permission for these dwellings, we request that some operating restrictions/conditions be imposed on the site during construction. In particular, we would wish to see site activity prohibited at weekends, bank holidays, and before 8.30 am and after 5 pm on weekdays. In addition the parish council request that the roads and pavements in the area should be kept free from/ cleared of debris and mud from the site.
106.23 FOOTPATH/ WALKS LEAFLET
The walks leaflet is ready to be published. Originally sponsorship had been offered but this was no longer available. Other sponsorship routes had been sought but agreements could not be made. Proposed Cllr Olsson, seconded Cllr White and approved by all councillors that the parish council pay for the cost of printing the Walks Leaflet (£400 approximately). Thanks were given to Karl Kay for getting the leaflet print ready and to Cllr Olsson for producing the leaflet.
107.23 ALLOTMENTS
There were no issues. All allotments were now taken.
 
108.23 CEMETERY
Cllr Beaney advised that the kerb around Grave Plot 3 (Hughes) is broken. This plot was purchased more than 50 years and is now beyond the lease period. The clerk would put an entry in the newsletter to ask if the family was still in the area to contact the clerk or Cllr Beaney to discuss the way forward.
