DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 5 DECEMBER 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White (Chairman) Cllr F Hedley, Cllr K Olsson, Cllr J Taylor, Cllr R Wright and Cllr F Beaney.
In Attendance:, Mrs V Davies, Clerk.
There were 2 members of the public.
162.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

163.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
None were declared.
OPEN MEETING
Two parishioners attended to explain their planning application to councillors. This has not yet been emailed to the Parish Council by ELDC planning department. The Parish Council will consider their responses to the application when it is received.
164.23 TO APPROVE THE MINUTES OF THE MEETINGS ON 7 NOVEMBER 2023
Proposed Cllr Hedley. Seconded Cllr Wright approval of the minutes of 7 November 2023. Cllr White signed the minutes.
165.23 SPEEDING
The invoice for the signage for the speed gun had been received and a cheque would be signed at the meeting. The additional 40 mph repeater signs had been received.
166.23 CLERKS REPORT.
All information was contained within the minutes.
167.23 NEWSLETTER
The Parish Council would include an entry in the next newsletter.
168.23 FINANCE. TO APPROVE THE CHEQUES FOR NOVEMBER AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr White seconded Cllr Hedley and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White and Cllr Headley.

TO DISCUSS/AGREE BUDGET FOR 2024/2025
Councillors discussed the draft budget. Proposed Cllr Olsson seconded Cllr Hedley to agree the draft budget with a precept of £10,000. This was the same precept as last year.
152. 23 PLAYGROUND/MUGA
FUNDING APPLICATIONS FOR MATCHED FUNDING
The Parish council was delighted to announce that a grant of £9,999 has been awarded from the National lottery for the MUGA refurbishment. A SECOND grant towards the remainder of the refurbishment costs has been awarded from UK Grass Routes funding. In total a grant of £17084 has been awarded from UK Grass Routes funding via East Lindsey District Council to cover 50% of the costs of two projects namely the refurbishment of the MUGA and resurfacing of the playground. The remainder of the costs for the resurfacing of the playground will be met from parish council reserves or any remainder from the MUGA project. As previously advised, these projects will not affect the precept.
The projects will commence in the Spring. The MUGA and Playground are much appreciated village assets and the Parish Council look forward to seeing these important village assets refurbished.
The Parish Council discussed the quotations received to resurface the playground.
Playdays £13,250 + VAT
Wicksteed £5317 + VAT
Proposed Cllr Olsson, seconded Cllr Wright and agreed by all Cllrs to accept the quotation from Playdays and this would be a more durable surface.
PLAYGROUND MAINTENANCE
Cllr Wright would address the missing fencing panel in the playground.
170.23 PLANNING APPLICATIONS
There were no new applications.
171.23 ALLOTMENTS
All allotments had been taken.
172.23 CEMETERY
There would be two further internments in the cemetery.
173.23 PARKING FOR WALKERS.
This item was deferred to the Spring.
175.23 FLOODING IN THE VILLAGE
The Parish Council is taking steps to address the issue. During the recent floods the Parish council was aware that the Dyke was flowing freely and the blockage which caused the flooding was further along. The Parish Council is due to meet with a representative from East Lindsey District Council to investigate the cause of the blockage.
176.23 RATIFICATION OF POLICES
Proposed Cllr White, seconded Cllr Olsson to ratify Asset Register, Financial Regulations and Standing orders.
The first part of the risk assessment was considered and agreed. The remaining sections of the risk assessment would be considered at the next meeting.
177.23 CHRISTMAS TREE IN THE CHURCHYARD
The Parish Council would like to thank the Ward and Taylor families for donating the tree lights and looking after the tree lights for the last 20 years. The Parish Council would also like to thank the Parker family who have donated a set of lights for the tree this year. The tree would be replaced in the new year with either a recycled tree or a new tree.
178.23 VILLAGE SIGN
This item was deferred until the Spring.
179.23 LINCOLNSHIRE WOLDS AONB SURVEY
Cllrs noted that the Lincolnshire Wolds AONB Survey had been completed by Cllr Ollson.

There was no other business.
