DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 8 JULY 2025
THE MEETING WAS OPENED AT 8.00PM.
Present: Cllr K White, Cllr Kevin Main, Cllr Fred Beaney (left at 20.50 pm), Cllr Matthew Taylor (after co-option).
In Attendance: Mrs V Davies, Clerk, LCC Cllr A McGonigle.
There were no members of the public.
83.2025 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

84.2025 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
85.2025 TO APPROVE THE MINUTES OF THE MEETING ON 6 MAY 2025.
Proposed Cllr Beaney, seconded Cllr White approval of the minutes. Cllr White signed the minutes.
86/2025
CO-OPTION OF COUNCILLOR
Proposed Cllr Beaney, seconded Cllr White to elect Matthew Taylor as councillor. Cllr Taylor signed the declaration of acceptance of office witnessed by the Clerk.
87.2025 CLERKS REPORT.
All items were covered in the agenda.
88.2025 FINANCE. TO APPROVE THE CHEQUES AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Main seconded Cllr Beaney and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White.
88.2025 FLOOD PREVENTION
Witham Third had advised that consent would be needed if the culvert were to be amended. A visit from the Flooding surveyor would be arranged. The clerk would speak to ELDC Cllr Simpson. In addition Cllr Taylor would contact landowners connected to the proposal.
89.2025 PLAYGROUND/MUGA
Grant applications had been submitted to ELDC and National lottery for repairs to the Playground. A response to the ELDC funding application should be available before the August meeting. LCC Cllr McGonigle would supply a link to further funding.
Proposed Councillor Taylor, seconded Cllr Main and agreed by all Councillors to arrange for emergency repairs to the playground £400 Plus VAT.
90.2025 PROPOSAL TO ERECT NEW VILLAGE SIGNS/SPEEDING
Cllr Kay had researched the village signs with gated entrances. This would help slow down traffic. This item would be discussed at the next meeting.
91.2025 PLANNING APPLICATION
Biscathorpe wellsite, Land off High Street, Biscathorpe, Louth, Lincolnshire. Appeal Ref APP/Q2500/W/22/3296831. The Parish Council had previously submitted an objection to the application. Cllr Main wished to include reference to the downstream element. Cllr Main would make amendments to the response which would be submitted.
93.2025 ALLOTMENTS
There were no issues.
 
94.2025 CEMETERY
 
There would be further reservations. Discussion took place regarding checking the cemetery and church yard memorials. Cllr Beaney regularly checked the Cemetery. Cllr Taylor would check the stability of the memorials in the Churchyard.
 
95.2025 NEWSLETTER
Cllr Main would draft the next newsletter entry.
 
96.2025 ANY OTHER BUSINESS
Discussion took place regarding a review of the speed limit to ensure a 20 MPH signs around the school. Cllr McGonigle would address with highways.
Discussion took place regarding the provision of water at the allotments. This was estimated to be £4,000.
In future Cllr Taylor would put the notices on the noticeboards. The clerk would bring copies of minutes to the meeting.
