DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 7 OCTOBER 2025
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr K White (Chairman), Cllr Kevin Main, Cllr Matthew Taylor, Cllr Karl Kay, Cllr Fred Beaney (arrived at 8.00 pm and left at 9.00 pm),
In Attendance: Mrs V Davies, Clerk, ELDC Cllr D Simpson (from 8pm).
There were 3 members of the public.
Members of the public presented plans for a future planning application in Hollengs Lane.
127.2025 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were given by LCC Cllr A McGonigle, Cllr David Bellamy.
128.2025 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
Cllr Taylor declared an interest in the Playground as he had submitted a quotation for replacement fencing.
129.2025 TO APPROVE THE MINUTES OF THE MEETING ON 9 SEPTEMBER 2025.
Proposed Cllr Taylor, seconded Cllr White approval of the minutes. Cllr White signed the minutes.
130.2025 CLERKS REPORT.
A request for a traffic regulation order (yellow lines) on the junction of Main Road and Hollengs Lane had been submitted. This would require authorisation by LCC Cllr McGonigle.
The gov.uk email address had been ordered.
131.2025 FINANCE. TO APPROVE THE CHEQUES AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Taylor seconded Cllr Main and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White.
A final grant payment from LCC LCF Grant fund of £9,919.50 would be received upon completion of the playground refurbishment.
132.2025 PLAYGROUND/MUGA
There were 4 quotes for fencing.
Wrights Fencing.
MXR.
Front Row Fencing.
Bush Landscaping
The decision regarding fencing would be made at the November meeting.
Cllr Beaney arrived at the meeting.
The Parish Council had ordered the following equipment from EKM Limited.
3 x Springers
1 x wheelchair access roundabout
1 Spinning bowl
1 See Saw
Cllrs resolved to also order a Slide.

134.2025 PLANNING APPLICATIONS
03072/25/RVC The Black Horse Inn Main Road Donington On Bain Lincolnshire LN11 9TJ Section 73 application to vary condition no. 2 (approved plans), condition no. 7 (lodge design), condition no. 8 (landscaping) and condition no. 13 (number of lodges) previously imposed on planning permission ref. no. N/042/01490/24 for the siting of 3no. holiday lodges, erection of a double garage and erection of a detached building with the existing outbuilding which is to be demolished.
The parish council objected to the second variation. The location of the lodges are overbearing on the boundary with neighbouring properties and at the very least need to be moved further into the plot. The parish council would like to see the return to the original application which had been approved. However the situations as it is, greater depth is needed to the tree line to increase the depth between the pods and the boundary for shrubbery and trees to develop over the coming years. This would provide noise reduction and privacy.
135.2025 VILLAGE SIGNS.
This item was deferred to the next meeting.
136.2025 ALLOTMENTS
There were no issues.
137.2025 CEMETERY
There were issues with the cemetery reservations as the headstones in a particular row in the cemetery appeared to be outside of the intended individual grave boundary. Councillors would visit the cemetery to look at available spacing in an effort to resolve future issues. Councillors resolved that no families would be asked to move headstones. Cllr Beaney reiterated that some headstones were outside of the boundary. Cllrs would not ask families to move headstones.
Cllr Beaney left the meeting at 9.00 pm.

Cllr Main would draft the next newsletter entry.

The clerk would set up gov.uk email accounts.
139.2025 ANY OTHER BUSINESS
The parish council would order a remembrance wreath. Cllr Taylor would contact the church warden for the details on the church service with the school. A representative would lay a wreath at the service.
