DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 27 MARCH 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr F Beaney, Cllr B Gill-Stafford, Cllr K Olsson, Cllr J Burnham, Apologies were received from Cllr. M. Fisher, Cllr R Wright
In Attendance: Mrs V Davies, Clerk.
There were no members of the public present.
30.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
There were no apologies.
31.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
32.23 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 27 FEBRUARY 2023 AND TO AUTHORISE THE CHAIRMAN TO SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Wright, seconded Cllr Beaney and resolved by all Cllrs that the notes of the meeting held on 27 February 2023 be approved as a correct record. These were signed by the Chairman.
33.23 ELECTION PROCESS
Cllrs completed the nomination forms for the Parish council elections and would be delivered to East Lindsey District Council by Cllr White.
34.23 GRANT PROCESS.
Cllr White and the clerk had submitted an expression of interest for Grant Funding to ELDC. Questionnaires had been issued to parishioners regarding proposals to refurbish the MUGA using Parish Council reserves. There had been a good response to the questionnaires (47 responses) supporting the council to refurbish the play area. Other avenues would be pursued for grant funding.
35.23 CLERKS REPORT.
Cllr Gill Stafford would source a key to the filing cabinet which would be stored in the Village Hall.
The coronation Mugs had been ordered to present to all the children attending Donington on
Bain Primary school and Pre School.
36.23 MUGA AND PLAY AREA
There were no issues.
37.23 FINANCE. TO APPROVE THE CHEQUES FOR MARCH AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr White seconded Cllr Gill-Stafford and agreed by all Cllrs to authorise the cheques for payment.

Cllr White and Cllr Gill-Stafford verified the bank statements.
38.23 VILLAGE SIGN.
The clerk would contact highways to arrange an appointment for a highways representative to visit the proposed location. Cllr Beaney would meet with the highways representative. Other councillors would attend if available. The clerk had also contacted the planning department and received confirmation that planning permission would not be required to erect the signs. Action: Clerk to contact highways to arrange a visit.
39.23 SPEEDING
Cllr Wright had obtained a quotation for a Speed gun (£200). Ludford Parish Council were prepared to give a demonstration. In addition a number of residents would be prepared to join a team of volunteers to organise and run the project. Further volunteers would be sought. The issue of speeding would be a focus at the Annual Meeting with Parishioners to be held on Monday 22 May.
Cllr Olsson had received a quote for a flashing speed indicator device. (Sign £2850 solar panel £833).
40.23 NEWSLETTER
The proposals to address speeding would be included in the Newsletter. The Annual Meeting with Parishioners on 22 May would also be promoted.
41.23 PLANNING
N/042/00498/23 BADGERS HOLT, MILL ROAD, DONINGTON ON BAIN
The Parish Council approved the application.
42.23 FOOTPATH/ WALKS LEAFLET
The leaflet was almost ready to print.
43.23 ALLOTMENTS
There were no issues.
 
44.23 CEMETERY
Cllr Beaney had met with parishioners who wished to reserve two plots. The clerk would send information to the parishioner.
A second black bin wheelie bin was required in the previous location of the glass bottle banks. Action: Clerk to contact ELDC cleansing team.
45.23 ANY OTHER BUSINESS
Thanks were given to Cllr Burnham (who would not be standing for re-election of the Parish Council) for all his service to the Parish Council,
46.23 DATE OF NEXT MEETING
The next meeting will take place on Monday 24 April 2023
