DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 5 SEPTEMBER 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White,. Cllr F Hedley, Cllr K Olsson, Cllr B Gill-Stafford, Cllr J Taylor and Cllr F Beaney (in part).
In Attendance: Mrs V Davies, Clerk.
There were no members of the public.
111.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr R Wright, ELDC Cllr Simpson
112.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.

113.23 TO APPROVE THE MINUTES OF THE MEETINGS ON 2 AUGUST 2023
Proposed Cllr Hedley, Seconded Cllr White approval of the minutes of 2 August 2023. Cllr White signed the minutes. Cllrs noted that the date of the meeting had been changed from Wednesday 6 September to Tuesday 5 September.
114.23 SPEEDING
There was no update. The clerk would contact the parishioner who was co-ordinating speeding and invite him to the next meeting. Cllr Beaney left the meeting.
The parish council resolved to attach additional 40 mph signs to telegraph poles. ELDC Cllr Simpson had also enquired about funding with the Road Safety Partnership.
115.23 CLERKS REPORT.
The parish council approved the purchase of a filing cabinet.
116.23 NEWSLETTER
The Parish Council would include an entry in the next newsletter.
117.23 FINANCE. TO APPROVE THE CHEQUES FOR SEPTEMBER AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr White seconded Cllr Hedley and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White and Cllr Gill-Stafford.

118. 23 PLAYGROUND/MUGA
A grant with ESCC had been applied for to refurbish the MUGA. As some of the boards were presenting a danger the parish council resolved to replace the boards provided this did not affect the grant funding application. The clerk would contact the grants co-ordinator to verify that the council could begin the refurbishment without jeopardising the grant application.
Playdays would donate a sample of a resin type product to attempt to see if this would resolve the issue with the gaps in the playground surface. Discussion took place regarding submitting a further grant application with ESCC to replace the playground surface. Cllr Hedley would obtain a quote from Playdays to resurface the playground.
Cllr White and the clerk would look at applying for lottery funding for the remainder of the MUGA expenditure and also for the resurfacing of the playground.
The annual safety inspection was awaited.
119.23 FOOTPATHS AND WALKS LEAFLETS
These had been completed and would be distributed around the village.
120.23 PLANNING APPLICATIONS
There were no applications.
121.23 ALLOTMENTS
There were no issues. All allotments were now taken.
122.23 CEMETERY
Cllrs approved an additional inscription on an existing memorial.
Cllr Beaney had repaired the kerb around Grave Plot 3 (Hughes). It had not been possible to contact family members to advise of the situation.
123.23 PONY PADDOCK
The lease was up for renewal in December. This would be advertised on the noticeboard.
124.23 ANY OTHER BUSINESS
VILLAGE SIGNS
Cllr Olsson had created a design which incorporated the winning entries. Cllr Olsson would look into lazer cutting companies which could produce the sign.
125.23 ANY OTHER BUSINESS
WAITING RESTRICTIONS ADJACENT TO PRIMARY SCHOOL.
The parish council had already approved the restrictions restricting waiting at all times. Some parishioners would be affected as they were unable to organise deliveries to their properties.

The next meeting will take place on Tuesday 3 October 2023 at 7.30 pm
