DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON 3 OCTOBER 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr B Gill-Stafford, (Vice Chair and Chair for this meeting), Cllr F Hedley, Cllr K Olsson, Cllr J Taylor, Cllr R Wright and Cllr F Beaney.
In Attendance: ELDC Cllr Simpson, Mrs V Davies, Clerk.
There were 2 members of the public.
127.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr. K. White
128.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
Cllr Taylor had a pecuniary interest in item 134.23 Request for cutting of trees as his company had submitted a quotation.
OPEN MEETING
A parishioner had been invited to the meeting to give an update on information received from the Road Safety Partnership regarding operating a speed gun. The parishioner had read through the paperwork and investigated the costings. The cost would be £600 for a camera registration and training via the speed awareness partnership. Discussion took place regarding a proposal to purchase a speed gun from another parish council who were stopping using the system. It was proposed to put a note on the community page to request volunteers to join the speed watch group. The parishioner would look into the costings of purchasing the gun from the other parish compared to a new gun from the road safety partnership. Cllr Simpson had spoken to Lincolnshire Road Safety partnership grants. There are currently no grants available but grants may be available in the future. Proposed Cllr Wright seconded Cllr Beaney and unanimously approved by all Councillors to purchase the speed gun.
129.23 TO APPROVE THE MINUTES OF THE MEETINGS ON 5 SEPTEMBER 2023
Proposed Cllr Wright. Seconded Cllr Olsson approval of the minutes of 5 September 2023. Cllr Gill-Stafford signed the minutes.
130.23 SPEEDING
This had been discussed in the open meeting.
The Parish council would join the Road Safety Partnership and then 6 additional 40mph signs would be provided by the Road Safety Partnership. The clerk would enquire with Cllr Simpson about a grant towards the cost of the speed gun via the ELDC Councillor Community Grant Scheme.
131.23 CLERKS REPORT.
The filing cabinet now contained the parish council files and was located in the Village Hall.
Cllr Taylor had checked the defibrillator and would take this task on in future.
132.23 NEWSLETTER
The Parish Council would include an entry in the next newsletter. This would include an item on speeding and the dates for the next few meetings.
133.23 FINANCE. TO APPROVE THE CHEQUES FOR OCTOBER AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Gill-Stafford seconded Cllr Hedley and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White and Cllr Gill-Stafford.

134.2023 REQUEST FROM PARISHIONER TO CUT TREES
A parishioner had requested that trees be cut down. Cllrs would review the situation on site and obtain quotes if necessary.
135. 23 PLAYGROUND/MUGA
ANNUAL SAFETY INSPECTIONS
Cllr Wright advised on that the following had been completed.
MUGA
Reattached goal net and purchased tent pegs to pin down.
Weeds will be addressed around the edges.
PLAYGROUND
Wood fence. Some panels are rotting. These are not a danger and will be addressed in due course.
Secure the seat. No action.
New balance trail. Tighten bolt. The bolts have been checked
Chain wear on the swings. To be monitored
Swing seats have been tightened.
Floor tiles. This will be addressed by the parish council. The funding application had been submitted to replace the playground surface. Remedial repairs to fill the gaps in the flooring would be undertaken. If the funding bids were not successful, it was proposed to attempt to fill the holes using a product from playdays in the Spring.
Rope walk between the two parts. Cllr Wright will attempt to turn this over.
Sharp edges on Junior Swings will be filed down.
The rope at the bottom of wooden climb is loose so this will be tightened.
Replace bolt on the roof. To be addressed.
Two grants had been applied for with ESCC to refurbish the MUGA and resurface the playground. Two grant funding bids for these projects had also been submitted to the National Lottery.
136.23 PLANNING APPLICATIONS
To note
N/042/01395/23 CHURCH VIEW, MAIN ROAD, DONINGTON ON BAIN, LOUTH, LN11 9TJ. Planning Permission. Erection of 2 two storey dwellings and construction of a vehicular access. Approved.
137.23 ALLOTMENTS
All allotments had been taken. One allotment tenancy had not been renewed as it had not been used. The tenant however still wanted an allotment and would be placed on the allotment waiting list.
138.23 CEMETERY
There would be a further reservation for cremated remains plot.
Cllr Beaney had repaired the kerb around Grave Plot 3 (Hughes). It had not been possible to contact family members to advise of the situation.
139.23 PONY PADDOCK
There were no other applicants for the Pony Paddock lease. Proposed Cllr Hedley, seconded Cllr Olsson that the pony paddock lease be awarded to the current lease holder.
140.23 REMEMBRANCE SERVICE
Cllr Gill-Stafford would speak to the church warden to find out the details of the remembrance service. The Parish council would lay a wreath at the service. Cllr Hedley agreed to lay the wreath. Other councillors would attend if available.
141.23 PARKING FOR WALKERS.
This item was deferred to the next meeting.
142.23 ANY OTHER BUSINESS
COMMUNITY ORCHARD
Cllr Simpson advised on fruit and other trees available via a Community Orchard fund. Cllrs identified an open space between at the back of the MUGA, Station Road at the side of the side of the football pitch. The clerk would contact Lincolnshire County Council regarding this.
