DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 5 MARCH 2024
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr B Gill-Stafford (Vice Chairman and chairman for this meeting), Cllr K Olsson, Cllr J Taylor, Cllr R Wright, Cllr F Hedley, Cllr F Beaney.
In Attendance: Mrs V Davies, Clerk.
There was one member of the public.

No questions were raised.
32.2024 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr K White (Chairman)
33.2024 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
None were declared.
34.2024 TO APPROVE THE MINUTES OF THE MEETINGS ON 6 FEBRUARY 2024
Proposed Cllr Wright. Seconded Cllr Taylor approval of the minutes of 6 February 2024. Cllr Gill-Stafford signed the minutes.
35.2024 CLERKS REPORT.
INTERNAL AUDIT PROCEDURES 2024-2025
The clerk had attended the LALC end of year audit procedures and had received information regarding the requirement for Parish councils to have a mid year internal audit. This would be too late to organise in this financial year. This item was deferred as the clerk was seeking clarification from LALC regarding this.
PARISH COUNCIL REPRESENTATIVE – BISCATHORPE OIL SITE
Cllr Hedley had agreed to be involved.
COMMUNITY ORCHARD SCHEME
Free trees under the Community Orchard Scheme would be delivered on 7 March.
36.2024 SPEEDING
The invoice to purchase the speed gun had been paid. Cllr Hedley had attended the Police and Crime Commissioner’s briefing. No action would be taken in Donington on Bain unless there was an accident. Data was required before any enforcement was made. In addition if residents had any video evidence from dash cams these could be forwarded to the Police under Operation Snap.
 
37.2024 NEWSLETTER
The Parish Council would include an entry in the April/May newsletter.
 
38.2024 FINANCE. TO APPROVE THE CHEQUES FOR MARCH AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Hedley seconded Cllr Gill-Stafford and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr Hedley.

39. 2024 PLAYGROUND/MUGA GRANT FUNDING
MUGA
The Parish Council noted that the replacement boarding around the MUGA was 50% completed. Thanks were given to the councillors and volunteers involved. It was estimated that the replacement of the boards would be completed by the end of March. The clerk had contacted Advantage Court Maintenance to advise we will be ready for work to commence on the refurbishment of the MUGA surface early in April. The clerk would contact Advantage Court Maintenance and request that different colours be used to mark the lines on the different courts.
PLAYGROUND RESURFACE.
The Parish Council noted that works had been completed. Cllr Hedley would verify that the Parish Council was happy with the quality of the works before the final payment was made.
40.2024 PLANNING APPLICATIONS
There were no further applications.

 
TO NOTE
N/042/02304/23. THE BLACK HORSE INN, MAIN ROAD, DONINGTON ON BAIN, LOUTH,
Change of use of part of the existing car park for the siting of 3no. holiday lodges, erection of a double garage and erection of a detached building to be used as a function room in connection with the existing public house on the site of the existing outbuilding which is to be demolished. Approved with conditions.
41.2024 ALLOTMENTS
All allotments had been taken.
 
42.2024 CEMETERY
There would be two further internments in the cemetery. The Parish council approved the request for a double memorial.
REQUEST FOR INFORMATION FROM RATABLE VALUE BOARD (GOVT) RE CEMETERY
The clerk had completed information requested.
43.2024 FLOODING IN THE VILLAGE
Cllr Beaney and the clerk had met with the flood officer. He viewed the drain which goes under the road which had blocked up in October causing the flooding. He advised it is legally the responsibility of the properties which live beyond the road. This item was deferred for the parish council to obtain information.
44.2024 ANY OTHER BUSINESS
There was no further business.
