DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING WITH PARISHIONERS HELD IN THE VILLAGE HALL ON FRIDAY 3 MAY 2024.

CHAIRMAN'S REPORT
 
During the 2023/2024 year the Parish Council have been dealing with the following major projects.
 
We have agreed to take over the Pre School Gym trail equipment at no cost and this has been installed in the childrens’ playground by Playdays at a cost of £950 + £190 VAT = £1140.
 
The matting in the childrens’ playground has been replaced at a cost of £13500 + VAT. The refurbishment of the MUGA is in progress. The boards have been replaced. However the resurfacing has been delayed due to the weather. The parish council applied for two grants to contribute to the costs of both projects and we were successful in being awarded an ELDC grant of £13709.80 and a National Lottery Community Grant of £9,999.00. It was agreed by the Parishioners that any additional costs would be met by Parish Council reserves.
 
The walks leaflet has been completed and distributed. The cost of printing was £315.00 for 500 copies.
 
The 20 fruit trees from the Community Orchard scheme have been planted in the field next to the childrens’ playground.
 
The competition to design the concept of the new village sign by Donington on Bain Primary School was judged by the parish council and two winners were presented with their prizes of WH Smith vouchers. The new sign has not yet been produced.
 
The Parish council has addressed the issue of speeding through the village. We have received and installed 40 mph repeater signs. We are still awaiting the 20 mph signs by the school. We have been informed that this could take 3 years. A speed gun has been purchased including the signage and fluorescent jackets. At the moment we only have five volunteers which is not enough to proceed with the project. We need more volunteers please.
 
With reference to the flooding a representative from Witham 3 Drainage Board inspected the area and the parish council will be discussing the report.
 
Cllr White thanked all the councillors for their work and support over the last 12 months, especially the clerk for the support and help in applying for funding for the MUGA and Childrens’ playground.
 
Thanks were given to Andrew Butt who carried out safety inspections of the play area and MUGA weekly during summer and fortnightly during winter months.

 
CLERKS REPORT
 
The clerk reported that the carry forward 1 April 2024 is £10,475.34. Following constant grant applications with various agencies by the Chairman and the Clerk, two successful grant applications had been received. £9,999 from the National Lottery and £13,709.80 from UK Grass Routes funding via ELDC. The remainder of the grant from the UK Grass routes funding of £6,854 approximately would be received on completion of the project to refurbish the MUGA and resurface the Playground.
 
There is a high level of scrutiny from the parish council. All invoices are verified and bank re conciliations are verified by Cllr White and Cllr Hedley.
 
OPEN FORUM
 
It was asked how many volunteers would be required to operate the speed gun. A minimum of 6 people would be needed. Currently there are only 5 volunteers. A parishioner who was dealing with the Road Safety Awareness Team had submitted details of proposed locations to use the speed gun.
 
A parishioner asked if a supply water could be put into the allotments and asked for some of the carry forward this to be used to instal a water supply. The parish council would look into the costs and logistics of the proposal. The clerk would enquire with the clerk at Louth Town council as to the costs and logistics involved.
