DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 9 SEPTEMBER 2025
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr K White (Chairman), Cllr Kevin Main, Cllr Matthew Taylor, Cllr Fred Beaney (arrived at 8.00 pm and left at 9.00 pm),

112.2025 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

113.2025 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
Cllr Taylor declared an interest in the Playground as he had submitted a quotation for replacement fencing.
114.2025 TO APPROVE THE MINUTES OF THE MEETING ON 12 AUGUST 2025.
Proposed Cllr Beaney, seconded Cllr Main approval of the minutes. Cllr White signed the minutes.

116.2025 FINANCE. TO APPROVE THE CHEQUES AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Taylor seconded Cllr Main and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White.
The clerk also advised that a grant from the National Lottery of £16,653 had been paid into the bank account but was not yet showing on the statement. A final grant payment from LCC LCF Grant fund of £9,919.50 would be received upon completion of the playground refurbishment.
117.2025 PLAYGROUND/MUGA
Cllrs considered the fencing options. Cllr Taylor left the meeting for the discussion regarding fencing.
There were 3 quotes for fencing. The parish council considered quotes for fencing
Wrights Fencing.
MXR.
Front Row Fencing.
Cllr Main would go back to Front Row Fencing to obtain a final quotation.
Cllr Beaney arrived at the meeting. Cllr Taylor rejoined the meeting.
The cost for fencing was estimated based on the quotes available. Discussion took place regarding additional playground equipment.
The Parish Council had obtained quotations from EKM Limited. The parish council had requested quotations from Playdays but they had not been able to quote. The parish council resolved that it had attempted to obtain further quotations but this had not been possible and that it would use the quotations from EKM Limited who used equipment from approved suppliers and had all the necessary insurances.
Several items of playground equipment would be ordered.

Cllr Taylor would contact the supplier to request a quote for further equipment. In addition quotes would be sought for a further bench and picnic bench.
118.2025 FLOOD PREVENTION
LCC Cllr McGonigle had raised several issues with LCC highways.

The drainage assets on Main Road are jetted and cleaned every 12 months. This was last completed on 12 June 2025. The report which is generated after each cleanse highlighted that there was a high build up of silt in some of the gullies. Cllr McGonigle had raised a job for these gullies and the associated pipe systems to be jetted and cleaned to ensure they are fully operational.

Generally speaking the County Council as Highway Authority, is not responsible for all infrastructure/assets under or alongside the public highway, but do have rights under the Highways Act 1980 and other legislation to discharge into such infrastructure/assets, for the sole purpose of draining the public highway.
Therefore the ditches or culverts that run alongside the highway are, on the whole, riparian owned; (related to the landowner of each bank of a watercourse) but the HA is not a riparian owner. However if the Highways had previously undertaken a road improvement scheme and altered the existing drainage arrangements to facilitate such, then they may be the owner of a drainage asset. Such agreements would be recorded on the highways asset register. If the primary function of the culvert is only to facilitate the onward flow of a watercourse beneath the public highway, then again, the culvert would be under riparian ownership i.e. the responsibility of the owners on each side of the highway. There are exceptions to this, one being where the culvert or similar structure, is of such a size that it becomes a "highway structure".
Cllr Taylor had spoken to landowners regarding a further riparian right surrounding a ditch.
The Parish council resolved that it had performed all that was currently possible regarding flooding.
119.2025 PLANNING APPLICATIONS
03072/25/RVC The Black Horse Inn Main Road Donington On Bain Lincolnshire LN11 9TJ Section 73 application to vary condition no. 2 (approved plans), condition no. 7 (lodge design), condition no. 8 (landscaping) and condition no. 13 (number of lodges) previously imposed on planning permission ref. no. N/042/01490/24 for the siting of 3no. holiday lodges, erection of a double garage and erection of a detached building with the existing outbuilding which is to be demolished.
The parish council objected to the variation. The variation to the application involved removal of the buffer screening (Trees). This had already been removed which affected the acoustic of the area, thereby increasing noise. In addition the lodges had been relocated next to the boundary of neighbouring properties. The proposed fire pit would have a negative effect on the environment of surrounding properties.

 
03088/25/FUL. Land Adjacent Post Office, Main Road, Donington On Bain, Lincolnshire,\FUL. Land Adjacent Post Office Main Road Donington On Bain Lincolnshire. Erection of a dwelling and repairs to existing boundary wall. Existing outbuilding on site to be demolished.
The parish council had no comment. Concern was expressed with regard to lack of parking at the existing dwelling.
Cllr Beaney left the meeting at 9.00 pm.

125.2025 ANY OTHER BUSINESS
The parish council would order a remembrance wreath. Cllr Taylor would contact the church warden for the details on the church service with the school. A representative would lay a wreath at the service.
An issue had been raised regarding obstruction of the pavement and obstruction of a junction on Main road, Hollings Lane and Main road. There had been incidents with accidents with cars and damage to a wall. There was a previous request for yellow lines and a 20 mph limit outside the school. The clerk would contact LCC Cllr McGonigle to request his support in obtaining a Traffic Regulation Order.
