DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 26 JUNE 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr R Wright, Cllr F Beaney. Cllr F Hedley, Cllr J Taylor, Cllr K Olsson.
In Attendance: Mrs V Davies, Clerk. ELDC Cllr D Simpson
There were 4 members of the public.
82.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr Gill-Stafford
83.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
OPEN MEETING
Discussion took place regarding the Christmas tree at the church which needed to be removed. This would be addressed. Discussion took place regarding purchase of a speed camera. The parish council would not be allowed to borrow a gun from another Parish and would need to purchase their own device. The costings would be approximately £500 for the speed detector, signage and fluorescent jackets. The parish council considered that it must ensure there were sufficient volunteers to run the speed programme. A member of the public would obtain a quotation and obtain a list of volunteers. Further volunteers would be requested in the next newsletter. Cllr Simpson advised that he was investigating potential grants for the speed gun.
A parishioner advised that several footpaths in the village are overgrown. Cllr Wright would speak to the land owners.
84.23 TO APPROVE THE MINUTES OF THE MEETINGS ON 24 APRIL AND 22 MAY AND
Proposed Cllr Wright Seconded Cllr White approval of the minutes of 24 April and 22 May 2023. Cllr White signed the minutes.
85.23 CLERKS REPORT.
Thanks had been received from Donington on Bain Primary School and Pre School for the coronation mugs which had been presented to the children.
Competition entries had been received for the new village sign.
Discussion took place regarding amount of litter at the playground. Cllr Hedley volunteered to pick up playground litter when she walked past the area. The clerk would order signs requesting users not to drop litter and to use the litter bins provided.
Update on funding for MUGA refurbishment. The parish council had gone forward to the next stage of the funding process.

Proposed Cllr White seconded Cllr Wright and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White.
Cllrs noted the income v expenditure report.
It had previously been agreed that Cllr Wright would be added onto the bank mandate to sign cheques. Cllrs agreed that Cllr Taylor would also be added onto the bank mandate to sign cheques. Cllrs completed the authorisation paperwork. Cllr Wright and Cllr Taylor would go into Lloyds Bank with evidence of address and identification.
88.23 PLAYGROUND/MUGA
Pre School Gym Trail
Cllr Hedley had liaised with the pre school regarding the Parish Council taking over the Pre School Gym Trail (no cost). An approved company Playdays had quoted £950 plus VAT to instal the equipment at the playground. A further quotation had been received in the region of £1200 plus VAT. Cllrs questioned whether the new equipment would fit in the existing area. This was the case. Cllrs Wright and Cllr Taylor had also checked the condition of the equipment.
Proposed Cllr Wright seconded Cllr Beaney that the parish council adopt the Pre School Gym Trail and accept the quotation from Playdays for £950 plus VAT to instal the equipment at the playground. This was approved by all councillors. The clerk would raise the cheque when the invoice is received.
Cllrs agreed to remove the padlock from the MUGA now the moss treatment had been completed.
Discussion took place regarding the condition of the cushioned flooring in the playground. Cllr Wright would look at gluing the cushioned flooring. A quotation for new flooring would be requested from Playdays with a view to the Parish Council submitting a further grant application to replace the flooring.
89. 23 PLANNING APPLICATIONS
There were no planning applications.
90.23 FOOTPATH/ WALKS LEAFLET
The walks leaflet was in place ready to be printed. Cllr Olsson had requested an updated quotation. £314 for 500, £396 1000 copies. The clerk would verify that Hobsons would sponsor the Footpath/Walks leaflet.
91.23 TO ARRANGE SAFETY INSPECTIONS. (CEMETERY, TREES)
Cllr Wright had conducted an inspection. There were no issues. One memorial at the cemetery had been laid flat. Discussion took place regarding a tree in the cemetery which needed to be monitored.
92.23 ALLOTMENTS
There were no issues. All allotments were now taken.
93.23 CEMETERY
There were no issues. Further plots would be reserved by parishioners.
94.23 ANY OTHER BUSINESS
Councillors considered the competition entries from the children at Donington on Bain Primary school to design the concept for the new village sign. Two winners were chosen. One winner in Year 3/Year 4 and one winner in Year 5/Year 6. Cllr Hedley agreed to contact Donington on Bain Primary School to arrange a ceremony to present the winning entrants with their prizes. (£15 W H Smith voucher).
