DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 28 MARCH 2022
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr J Burnham. Cllr B Gill-Stafford, Cllr R Wright Cllr K Olsson. And Cllr F Beaney (from 8.15 pm)
In Attendance: Mrs V Davies, Clerk.
Open Meeting. There were no members of the public. There was no open meeting.
31.22 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from ELDC Cllr Andrews
32.22 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
33.22 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 28 FEBRUARY 2022 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Fisher, seconded Cllr Wright and resolved by all Cllrs that the notes of the meeting held on the 28 February 2022 be approved as a correct record. These would be signed by the Chairman.
34.22 CLERKS REPORT.
Cllr Andrews had advised that the glass bin is emptied weekly. In September ELDC are proposing to introduce household glass recycling.
The Annual meeting of the Parish Council must take place in May. The annual meeting with Parishioners must take place before the end of June. Cllrs resolved that the Annual meeting with Parishioners would take place on Monday 30 May at 7pm followed by the Annual Meeting of the Parish Council.
35.22 NEWSLETTER
The Parish Council would include an entry in the next edition of the Asterby Group Newsletter.
36.22 FINANCE. TO APPROVE THE CHEQUES FOR MARCH AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Fisher, seconded Cllr Burnham and approved by all Cllrs that the clerk receive an increase in salary as per the updated NALC salary scales showing a salary increase from £10.65 to £10.84 (£0.19 per hour). This increase would be backdated to April 2021 as per NALC recommendations which equates to 24 hours x 12 months = 288 hours x £0.19 = £54.72 back pay. Proposed Cllr Gill-Stafford, seconded Cllr Fisher and ratified by all Councillors to approve the expenditure for March 2022. Cllr White had verified the monthly bank reconciliation. Cllrs also noted the balances in the accounts and the Income received:-

37.22 FINANCIAL REGULATIONS. TO ADOPT 2019 REGULATIONS.
Cllrs noted that the ratified Financial Regulations were the model 2016 regulations and that the Parish Council would adapt the 2019 regulations. The clerk would email the adapted regulations to Cllrs for approval at the next meeting.
Cllr Fisher highlighted that an independent Cllr should be appointed to verify the financial transactions. In future the clerk would email the bank reconciliation to all Cllrs and Cllr Gill-Stafford would sign the bank reconciliation.
Cllr Fisher also highlighted that when setting the budget the Parish Council should produce a 3 year forecast. In future the Parish Council would complete a 3 year forecast when setting the budget.
38.22 PLANNING APPLICATIONS.
NN/042/00177/22. THE OLD MILL HOUSE, WELSDALE ROAD, DONINGTON ON BAIN, LOUTH, LN11 9QZ. Planning Permission - Extensions to existing dwelling to provide ground and first floor additional living accommodation.
The Parish Council supported the application.
39.22 PLAYGROUND/MUGA
Cllr Gill Stafford was looking into meeting a contractor to resolve the issue of the Moss on the tennis courts. The hedge cutting at the back of the allotments has been completed
40.22 FOOTPATH/ WALKS LEAFLET
The walks leaflet project was ongoing. Cllr Olsson would lead on the project.
Issues had been raised with Lincolnshire Footpaths Association. {Top rail missing on style by sewerage works (outstanding). Rotting slat on Crayfish bridge (completed)}.
41.22 TO ARRANGE SAFETY INSPECTIONS. (CEMETERY, TREES)
The Council discussed the possibility of arranging a formal tree inspection at the Cemetery and Churchyard. Cllr Gill-Stafford would contact a tree surgeon.
42.22 ALLOTMENTS
The hedges had been cut at the back of the allotments.
43.22 CEMETERY
Cllr Beaney had resolved the issue of the mole holes in the cemetery. Cllr Beaney and Cllr Fisher had addressed the issue of the damaged tree in the cemetery.
Cllr Wright would conduct a physical check of the gravestones in the cemetery and old church yard.
The Parish council noted that curb stones were broken at Cemetery Plot 3. Cllr Beaney and the clerk would attempt to contact relatives.
44.22 PROVISION OF ADDITIONAL GLASS BIN

45.22 ANY OTHER BUSINESS
The Parish council resolved to plant spring bulbs in the Autumn on parish land. Cllr Gill Stafford and Cllr Beaney would look into suppliers with a view to ordering in good time for Autumn planting.
Notification had been received that Welsdale Road would be resurfaced.
46.22 DATE OF NEXT MEETING
The next meeting will take place on Monday 25 April
