DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 6 FEBRUARY 2024
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr K White (Chairman) Cllr K Olsson, Cllr J Taylor, Cllr R Wright, Cllr B Gill-Stafford,
In Attendance: ELDC Cllr Simpson, Mrs V Davies, Clerk.
There were no members of the public.
16.2024 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr F Hedley, Cllr F Beaney.
17.2024 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
None were declared.
OPEN MEETING
There were no members of the public present. Cllr Simpson reported that the devolution in Lincolnshire would take place.
18.2024 TO APPROVE THE MINUTES OF THE MEETINGS ON 9 JANUARY 2024
Proposed Cllr Wright. Seconded Cllr Taylor approval of the minutes of 9 January 2024. Cllr White signed the minutes.
19.2024 SPEEDING
There was no further update. The invoice for the signage for the speed gun had been paid.
20.2024 CLERKS REPORT.
All items were contained within the minutes.
21.2024 FUTURE ARRANGEMENTS FOR PUBLISHING THE AGENDA
 
It was resolved that additional sets of keys for the noticeboard be cut so that each councillor has access to the noticeboard. Cllr Taylor would be responsible for printing and displaying the agendas and minutes in the noticeboards, Post and Pantry and Jenny's shop. If he could not put up the notices for any reason he would contact another councillor.
 
22.2024 NEWSLETTER
The Parish Council would include an entry in the March/April newsletter.
 
23.2024 FINANCE. TO APPROVE THE CHEQUES FOR FEBRUARY AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Gill-Stafford seconded Cllr Wright and agreed by all Cllrs to authorise the cheques for payment.

24. 2024 PLAYGROUND/MUGA GRANT FUNDING
MUGA
The new boards surrounding the MUGA would be delivered this week and were expected to be in place by the end of March.
An updated quotation had been received from Advantage Court Maintenance. Proposed Cllr Gill Stafford, Seconded Cllr White to accept the quotation from Advantage Court Maintenance. £9290 plus vat (£1858.00) = £11,148. The clerk would contact Advantage Court Maintenance and ask for work to commence early April.
PLAYGROUND RESURFACE.
The Parish Council noted that works would commence on 26 February. A Forest Green colour had been selected. The first half of the payment had been made. On completion, Cllr Gill-Stafford and Cllr Wright would verify they were happy with the quality of the works before the final payment was made.
25.2024 PLANNING APPLICATIONS
There were no further applications.
26.2024 ALLOTMENTS
All allotments had been taken
 
27.2024 CEMETERY
There would be two further internments in the cemetery.
CHRISTMAS TREE IN THE CEMETERY
Proposed Cllr Wright, seconded Cllr Gill-Stafford to purchase an 8ft Christmas tree to be planted in a similar area to where the old tree was situated. Cllr Wright would arrange to contact the Church Warden and purchase the tree.
REVIEW OF CEMETERY REGULATIONS
Proposed Cllr Wright, seconded Cllr White that the cemetery fees remain unchanged unless there was a change in costs involved.
28.2024 FLOODING IN THE VILLAGE
The Parish Council is taking steps to address the issue. During the recent floods the Parish council was aware that the Dyke was flowing freely and the blockage which caused the flooding was further along. The Parish Council is due to meet with a representative from East Lindsey District Council to investigate the cause of the blockage. The clerk and ELDC Cllr Simpson would chase the Flood Prevention Officer at East Lindsey District Council.
29.2024 PREPARATION FOR INTERNAL AUDIT
TO RATIFY ASSET REGISTER
Cllr White has enquired with the ex chairman on the values on the asset register. Proposed Cllr White, seconded Cllr Gill-Stafford to ratify the Asset Register.
30.2024 ANY OTHER BUSINESS
Cllr White advised he would stand down as Chairman at the AGM.
