DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 7 NOVEMBER 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr B Gill-Stafford, (Vice Chair and Chair for this meeting), Cllr F Hedley, Cllr K Olsson, Cllr J Taylor, Cllr R Wright and Cllr F Beaney.
In Attendance: ELDC Cllr Simpson, Mrs V Davies, Clerk.
There were 2 members of the public.
144.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr. K. White
145.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
Cllr Taylor had a pecuniary interest in item 134.23 Request for cutting of trees as his company had submitted a quotation.
OPEN MEETING

A parishioner had been invited to the meeting to give an update on information received from the Road Safety Partnership regarding operating a speed gun. The cost would be £600 for a camera registration and training via the speed awareness partnership.
The Parish council agreed to purchase the new speed gun rather than obtaining a second hand gun. Resolution: The parish council agreed to expenditure up to £600 (+VAT) for the speed gun and training. The parishioner would request the invoice to be emailed to the parish council. The Parish Council noted that a grant for £300 towards the purchase of the speed gun had been awarded from Cllr Simpson from the Councillor Discretionary grants funding.
In addition 12 speed signs had been received from the Road Safety Partnership. These would be situated at regular intervals.
146.23 TO APPROVE THE MINUTES OF THE MEETINGS ON 3 OCTOBER 2023
Proposed Cllr Hedley. Seconded Cllr Wright approval of the minutes of 3 October 2023. Cllr Gill-Stafford signed the minutes.
147.23 SPEEDING
This had been discussed in the open meeting.
148.23 CLERKS REPORT.
All information was contained within the agenda.
149.23 NEWSLETTER
The Parish Council would include an entry in the next newsletter.
 
150.23 FINANCE. TO APPROVE THE CHEQUES FOR NOVEMBER AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Gill-Stafford seconded Cllr Hedley and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White and Cllr Gill-Stafford. Proposed Cllr Olsson, seconded Cllr Wright and unanimously agreed by all councillors that in future Cllr Hedley and Cllr White would verify the bank statements.
Cllrs noted the income v expenditure report.
TO DISCUSS/AGREE BUDGET FOR 2024/2025
Councillors made amendments to a draft budget. This was deferred to the next meeting.
151.2023 REQUEST FROM PARISHIONER TO CUT TREES
The clerk had requested quotations from 3 contractors to cut the trees to 12ft. Quotes had also been requested to remove the trees. It was estimated that the costs to cut the trim the trees would be more expensive than to cut the trees. This item would be discussed in the new year.
152. 23 PLAYGROUND/MUGA
FUNDING APPLICATIONS FOR MATCHED FUNDING
The clerk advised that a grant of £13,709.80 would be received from ELDC Grass Routes Funding for 50% of the costs to refurbish the MUGA and 50% of the costs to resurface the playground. The clerk emphasised that the grant must be ring-fenced for these projects and the funding is granted on the basis that if the Parish Council did not complete both projects the appropriate amount of funding would be refunded. There are also funding applications for both projects with the National Lottery for the remainder of the costs for the two projects. Under the terms of the National Lottery grant the rules state that funding cannot be awarded if any works have already commenced. Therefore the work on the two projects would wait until the Spring or a response has been received from the National Lottery. Parish Council reserves of £13,500 have been ring-fenced for the MUGA and the Playground. Therefore the remaining 50% of the cost of the MUGA refurbishment and playground resurfacing would be met from either the National Lottery or Parish Council reserves. It would not be financially prudent to commence works on the projects until a response was received from the National Lottery.
153.23 PLANNING APPLICATIONS
N/042/02104/23 - WYTTS END, 5 ENFIELD ROAD, DONINGTON ON BAIN, LOUTH, LN11 9TW. Extensions and alterations to existing dwelling to provide additional living accommodation including the raising of the roof height to provide first floor bedrooms. The Parish Council submitted the following comments.
The Parish Council had no objections. However the Parish Council requested that conditions be placed on the times that work can take place. In addition the Parish Council requested that work takes place between the hours of 8.30 am and 5.00 pm Monday to Friday and no work takes place on Bank Holidays and Sundays.
154.23 ALLOTMENTS
All allotments had been taken and all payments received.
 
155.23 CEMETERY
There would be a further reservation for cremated remains plot. There would also be an internment in a grave which had already been reserved and purchased.
156.23 PARKING FOR WALKERS.
This item was deferred to the next meeting.
157.23 COMMUNITY ORCHARD
Cllr Beaney had met with representatives from ELDC. They had agreed to donate 20 fruit trees.
158.23 FLOODING IN THE VILLAGE
There had been recent incidents of flooding. Discussion took place as to whether the dykes needed to be cleared. Cllr Beaney advised that the dyke is currently flowing freely and the flooding occurs further along. The clerk would contact the drainage officer at East Lindsey District Council to request attendance to view the issue.
159.23 RATIFICATION OF POLICES
This item was deferred until the next meeting.
160.23 ANY OTHER BUSINESS

 
Proposed Cllr Olsson, seconded Cllr Gill-Stafford and unanimously agreed by all councillors that the Parish council would pay the village hall for room hire twice yearly in advance with effect from 1 January 2023. The village hall committee would invoice the parish council accordingly.
Cllr Gill-Stafford was looking into obtaining daffodil bulbs to be planted on the verge.
