DONINGTON ON BAIN PARISH COUNCIL

NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 31 JANUARY 2022

THE MEETING WAS OPENED AT 7.30PM.

Present: Cllr. K. White, Cllr. M. Fisher, Cllr J Burnham. Cllr F Beaney, Cllr R Wright, Cllr B Gill-Stafford

In Attendance: Mrs V Davies, Clerk.

Open Meeting. There were no members of the public. There was no open meeting.

1.22 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

Apologies were received from Cllr K Olsson and ELDC Cllr Andrews

2.22 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.

There were no declarations of interest.

3.22 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF

THE COUNCIL HELD ON 6 DECEMBER 2021 AND TO AUTHORISE THE CHAIRMAN TO

SIGN THE OFFICIAL MINUTES.

It was proposed Cllr Fisher, seconded Cllr Burnham and resolved by all Cllrs that the notes of the meeting held on the 6 December 2021 be approved as a correct record. These would be signed by the Chairman.

4.22 CLERKS REPORT.

The Clerk reported the following:-

 

Councillors were requested to re-complete their declarations of interest forms showing their addresses and places of work. These were completed by Cllr Gill-Stafford and Cllr Wright.

 

The funding form for walks leaflet or playground repairs had been submitted.

 

5.22 NEWSLETTER

The clerk would liaise with the Chairman to submit a newsletter entry.

 

6.22 FINANCE. TO APPROVE THE CHEQUES FOR DECEMBER AND JANUARY AND NOTE THE FINANCIAL REPORTS.

Proposed Cllr Fisher, seconded Cllr Burnham and ratified by all Councillors to approve the expenditure for December 2021 and January 2022. Cllr White had verified the monthly bank reconciliation. Cllrs also noted the balances in the accounts and the Income received:-

7/22 PLANNING APPLICATIONS.

N/042/00051 Erection of a bungalow and detached outbuilding, existing dwelling to be demolished. MYVANWY, STATION ROAD, DONINGTON ON BAIN, LOUTH, LN11 9TR

Cllrs approved the application.

The clerk would contact Cllr Andrews and request that the Parish Council be informed of amendments to planning applications.

8.22 PLAYGROUND/MUGA

The handle for the climbing wall would be reattached. Cllr Gill-Stafford would look contact the supplier regarding cleaning of the MUGA surface.

 

9.22 TO REDUCE THE HEDGE OBSCURING THE PRIMARY SCHOOL SIGN

 

This had been resolved.

 

10.22 FOOTPATH/ WALKS LEAFLET/PROVISION OF CAR PARK/TOILETS

A business owner had spread some gravel on the footpath. The Clerk had written with a letter of thanks.

It was proposed that a Cllr be appointed to move forward the Walks Leaflet proposal.

The clerk would contact Lincolnshire Footpaths regarding the following footpath issues:

Style by sewerage works top rail is missing

Crayfish bridge. Rotting slat.

11.22 ALLOTMENTS

Cllrs noted that all of the allotments were utilized and all monies had been received.

 

Discussion took place the hedge at the back of the allotments. Cllr Wright would contact a contractor to request a quote to cut the hedges.

 

12.22 CEMETERY

Cllr Wright would look into the issue of mole catching.

13.22 PROVISION OF ADDITIONAL GLASS BIN

Discussion took place regarding emptying of the glass bin. The clerk would ask a parishioner to assist in notifying when the glass bin required emptying.

14.22 ANY OTHER BUSINESS

Cllr Beaney had made enquiries with the Tesco Community grant scheme to fund the maintenance of the playground.

There was a possibility of funding for the walks leaflet holders via Cllr Burnham.

15.22 DATE OF NEXT MEETING

The next meeting will take place on Monday 28 February.
