Donington on Bain Parish Council

Notes of the remote Meeting via Zoom of Monday 27 July 2020

The meeting was opened at 7.30pm.

Present:   Cllr. M. Fisher, Cllr. J. Burnham, Cllr. K. White, Cllr. N. Bodian, Cllr B Gill-Stafford, Cllr R Wright.

In Attendance:  Mrs V Davies, Clerk, ELDC Cllr D Andrews.

76.20 Apologies With Reasons For Absence And Accept Apologies Where Valid Reasons, Given To The Parish Clerk Prior To The Meeting.Apologies With Reasons For Absence 

There were no apologies for absence.

77.20  To Receive Declarations Of Interest Under The Localism Act 2011 – Being Any Pecuniary Interest In Agenda Items Not Previously Recorded On Members’ Register Of Interests And Any Written Requests For Dispensation.

There were no declarations of interest.

78.20 Open Meeting

There were no members of the public present so the meeting was not opened for public participation.

79.20  To Approve As A Correct Record, The Notes Of The Meeting Of The Council Held On 22 June 2020 And To Authorise The Chairman To Sign The Official Minutes.   

It was proposed Cllr Fisher, seconded (Cllr Bodian), and resolved by all Cllrs that the notes of the meeting held on the 22 June 2020 be approved as a correct record.  These would be signed by the Chairman.

80.20  Clerks Report.

The clerk had emailed Cllr Marfleet regarding the condition of Welsdale Road.  Action Clerk to chase. 

The current advice from NALC was to continue with the remote meetings

81.20 To Discuss Planning Applications And Decisions.

There were no planning applications.

82.20 Finance - To Authorise The Signing Of Orders For Payment And To Note Income For June 2020

Proposed. Cllr Fisher seconded Cllr Bodian and resolved by all Cllrs to approve the following payments. Cllrs also noted the balances in the accounts and the Income received. :-

Cllrs noted the monthly financial report detailing the actual expenditure against budgeted expenditure.

83.20 Website

Discussion took place regarding the requirement for the parish council to create a new website.  There was a level of competence in web design required.  This would incur expenditure in either the clerk or a web site developer producing the site.  Cllr Bodian and Cllr Burnham would liaise with Lincolnshire County Council.

84.20 Playground

Following advice from LALC the playground was now open. Cllr Wright had inspected the playground.  It was noted that lottery funding was suspended.  Options were discussed on how to improve the playground in the interim period.  Cllr Bodian, Cllr White and Cllr Wright would meet to assess the condition of the playground.

85.20 Noticeboard

The noticeboard had been erected. 

86.20 Any Other Business

Discussion took place regarding the provision of additional dog waste bins.  Action.  Clerk to contact ELDC who supply the waste bins. The clerk would also ask about stickers for existing waste bins.

It was noted that the footpath from School Lane to the river is in poor condition.  Action Cllr Bodian to report to highways.

Cllr Andrews advised the Government were proposing devolution of District Councils. Negotiations were taking place.

The next meeting would take place on 28 September 2020
