Minutes Meeting with Parishioners 6 May 2025

DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING WITH PARISHIONERS HELD IN THE VILLAGE HALL ON TUESDAY 6 MAY 2025.
 
Present: Cllr K White, Cllr Karl Kay, Cllr Kevin Main,
In attendance: Mrs V Davies, Clerk. ELDC Cllr D Simpson
 
There were 3 members of the public present.

Proposed Cllr White to approve the minutes of 3 May 2024.
 
CHAIRMAN'S REPORT
 
Only two councillors remained from the previous year. 5 resignations had been received. Three new councillors had been appointed and two vacancies remained.
 
The Parish council had looked into addressing flooding issues in the villages.
 
There was no update on the speeding through the village.
 
Cllr White thanked all the councillors and clerk for their work and support over the last 12 months, especially the clerk for the support and help in applying for funding for the MUGA and Childrens’ playground.
 
Thanks were given to Andrew Butt who carried out safety inspections of the play area and MUGA weekly during summer and fortnightly during winter months.
 
CLERKS REPORT
 
The clerk reported that the carry forward 1 April 2025 is £15,036.10. Following constant grant applications with various agencies by the Chairman and the Clerk, two successful grant applications had been received. £9,999 from the National Lottery and £13,709.80 from UK Grass Routes funding via ELDC. The majority of the grant funding was received in 2023-24. However the final grant payment of £6,854 was received in 2024-2025.
 
There is a high level of scrutiny from the parish council. All invoices are verified and bank re conciliations are verified by Cllr White.
 
OPEN FORUM
 
Concern was raised by parishioners regarding the Childrens Playground. The outside gate does not close. This is very dangerous as there was danger of children running into the road. Quotations were being sought for the gates and fencing. Cllr Simpson pointed out that the gate needed to be accessible for disability users.
 
A parishioner asked why there had not be consultation with the village regarding the Biscathorpe Planning Application. The Parish council had reiterated their original objection to the proposal.
