Meeting with Parishioners 22 May 2023

DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING WITH PARISHIONERS HELD IN THE VILLAGE HALL ON MONDAY 22 MAY 2023.

TO APPROVE THE MINUTES OF 30 MAY 2022
 
Proposed Cllr Wright seconded Cllr Gill-Stafford to approve the minutes of 30 May 2022.
 
CHAIRMAN'S REPORT
 
Cllr White thanked all the councillors for their work and support over the last 12 months. Two councillors had not stood for re-election. Extreme thanks were given to Cllr Michael Fisher, who who had served as a councillor and Chairman of the Council for many years. Also thanks were given to Cllr James Burnham who had served on the council for a number of years.
 
The main task of the council has been to update and maintain the MUGA and playground.
Grant Funding from East Lindsey District Council had been applied for the MUGA refurbishments. A questionnaire had been distributed around the village and parishioners had given the parish council the go ahead to make the expenditure (out of reserves, not precept increase) if a grant is not available.
 
It is proposed to erect a new village sign and there is a competition for children at Donington on Bain Primary school to design the concept for the village sign.
 
Bulbs have been planted in the verge to brighten up the village.
 
Thanks were given to Andrew Butt who carried out safety inspections of the play area and MUGA weekly during summer and fortnightly during winter months.
 
CLERKS REPORT
 
The clerk reported that the carry forward 1 April 2023 is £19,307.32.
 
There is a high level of scrutiny from the parish council. All invoices are verified and bank reconciliations are verified by the chairman and Cllr Gill-Stafford.
 
Speeding In the Village
 
The Parish council was considering purchasing a speed gun. A team of volunteers would be required to administer the system. In the first instance a speed gun would be borrowed from Ludford so that the Parish council can assess the extent of the speeding. It was suggested that the key times when speeding occurred was at school drop off and school collection times and the speed gun would be used at these times. Cllr White advised he had also requested 20 mph speed signs.
 
OPEN FORUM
 
A parishioner raised the issue of parking next to the MUGA. There were two points where there was drivers parking on the verges and proposed that a natural lay-by be marked up by Simons Close. he parish council would consider the request.
