DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE REMOTE MEETING VIA ZOOM OF MONDAY 22 FEBRUARY 2021
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr B Gill-Stafford, Cllr. N. Bodian, Cllr R Wright and Cllr J Burnham
In Attendance: Mrs V Davies, Clerk. Cllr D Andrews
17.21 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr F Beaney.
18.21 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest
19.21 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 25 JANUARY 2021 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Bodian, seconded (Cllr White), and resolved by all Cllrs that the notes of the meeting held on the 25 January 2021 be approved as a correct record. These would be signed by the Chairman.
20.21 CLERKS REPORT.
The Clerk reported the following:-
Government advice is to continue for the Parish Councils to meet remotely.
Cemetery. There was a request for a memorial on the recently purchased cremated remains plot.
The Parish Council had approved a quotation for £550 plus VAT to cut the cemetery hedge. Cllr Beaney was liaising with the contractor and relatives of cremated remains plots to ensure the work could be completed with minimal disruption
The clerk was experiencing issues with the parish council laptop. Action: Cllr Burnham to investigate prices to replace the laptop.
21.21 TO DISCUSS PLANNING APPLICATIONS AND DECISIONS.
There were no applications.
22.21 FINANCE. TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR FEBRUARY 2021
Proposed. Cllr Gill-Stafford seconded Cllr White and resolved by all Cllrs to approve the following payments. Cllrs also noted the balances in the accounts and the Income received.:-

Cllrs noted the monthly financial report detailing the actual expenditure against budgeted expenditure. The Chairman had verified the Bank reconciliation against the bank statement.
23.21 NEWSLETTER
An entry had been submitted for the March/April issue of the the Asterby Church Group newsletter.
23. 21 MUGA/PLAYGROUND
There were no issues.
24.21 FOOTPATH
There were no issues.
25.21 ALLOTMENTS
There were no issues.
26.21 CEMETERY
There were no issues.
27.21 WELSDALE ROAD.
No response had been received from highways. Action: Clerk to pursue.
28.21. DEFIBRILLATOR
The Parish Council resolved that the Parish Council would continue to check the defibrillator annually. Cllr Fisher would demonstrate to Cllr Gill Stafford and Cllr White how to access and check the defibrillator battery and pads. The clerk would report to LIVES when the check had been made.
29.21 UPDATE ON BISCATHORPE OIL EXPLORATION
Planning permission would be submitted in the near future. A formal consultation would take place and the Parish Council would have the opportunity to respond to the planning application. The project is likely to last 20 years. There was concern about the impact on the environment with the river Bain being one the rarest chalk streams in the world. It was proposed Cllr Bodian, seconded Cllr White and resolved by all councillors to send a letter to the leader of ELDC on behalf of the Parish Council.
