Donington on Bain Parish Council
Notes of the remote Meeting via Zoom of Monday 28 September 2020
The meeting was opened at 7.30pm.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr B Gill-Stafford, Cllr F. Beaney.
In Attendance: Mrs V Davies, Clerk.
88.20 Apologies With Reasons For Absence And Accept Apologies Where Valid Reasons, Given To The Parish Clerk Prior To The Meeting.Apologies With Reasons For Absence
Apologies were received from Cllr. N. Bodian, and Cllr R Wright.
89.20 To Receive Declarations Of Interest Under The Localism Act 2011 – Being Any Pecuniary Interest In Agenda Items Not Previously Recorded On Members’ Register Of Interests And Any Written Requests For Dispensation.
Cllr Gill Stafford declared an interest in planning application N/042/01510/20 - 6 Greenacres and did not participate in the discussions regarding this planning application.
90.20 Open Meeting
There were no members of the public present so the meeting was not opened for public participation.
91.20 To Approve As A Correct Record, The Notes Of The Meeting Of The Council Held On 28 July 2020 And To Authorise The Chairman To Sign The Official Minutes.
It was proposed Cllr Fisher, seconded (Cllr White), and resolved by all Cllrs that the notes of the meeting held on the 28 July 2020 be approved as a correct record. These would be signed by the Chairman.
92.20 Clerks Report.
The Clerk reported the following:-
1. Government advice is to continue for the Parish Councils to meet remotely.
2. Cemetery. Cllr Beaney had responded to requests from the family to level the ant hills on two of the graves.
3. The Defibrillator inspection report had been received. The expiry date of the pads is 27/04/2021.
4. A resident had raised the issue of overgrown branches on a tree inside the cemetery gate. This had been resolved by Cllr Beaney.
5. A resident raised the issue of the metal post adjacent to the cemetery which had a missing triangular Playground warning sign. The clerk had submitted a report to LCC Highways (ref 377189).
93.20 To Discuss Planning Applications And Decisions.
N/042/01560/20 - Siting of a static caravan for temporary residential use. Location: H Pawson And Son, The Factory, Station Road, Donington On Bain, Louth, Lincolnshire, LN11 9TR.
Cllrs approved the application.
N/042/01575/20 - Alterations to the existing vehicular access. The Factory, Station Road, Donington On Bain.
Cllrs approved the application.
N/042/01510/20 - 6 Greenacres, Donington On Bain, Louth, LN11 9TT - Extension and alterations to the existing dwelling to provide a dining room and W.C on site of the existing conservatory which is to be demolished and a music room, entrance hall and garage and workshop on site of the existing garage and utility which is to be demolished.
Cllrs approved the application.
94.20 Finance - To Authorise The Signing Of Orders For Payment And To Note Income For September 2020
Proposed. Cllr Fisher seconded Cllr White and resolved by all Cllrs to approve the following payments. Cllrs also noted the balances in the accounts and the Income received. :-

Cllrs noted the monthly financial report detailing the actual expenditure against budgeted expenditure.
95.20 Increase In Nalc Salary Scales
Cllr White proposed, Cllr Fisher seconded approval of the increase in salary. The back pay from April 2020 was approved and would be paid in the October Salary.
96.20 Newsletter
This would be discussed at the next meeting.
97.20 Website
Cllr White proposed, Cllr Fisher seconded and it was unanimously approved by all Councillors to employ web developer Intellitech Services at £200 to develop the site.
98. 20 MUGA/Playground
The paint for the playground refurbishment had been purchased.
There was no update on the Playground Lottery funding.
Safety Inspections. The annual playground safety inspection had raised several issues.
Swing Seats. The seats would be replaced at a cost of £504. Proposed Cllr White, sconded Cllr Fisher to the expenditure of £504 to replace the swing seats.
The gaps in the flooring had now been filled in.
A quote would be obtained in the Spring to replace the fencing.
The MUGA would be pressure washed in the Spring.
99. 20 Footpaths
The issue of the footpath to the river had been raised with LCC but due to expenditure cutbacks no action would be taken by LCC. Cllr Gill-Stafford would look into solutions.
100.20 Allotments
All the allotment renewal letters had been distributed.
101.20 Risk Assessments
Cllr White proposed, Cllr Gill-Stafford seconded approval of Risk Assessment sections 6 -10.
102.20 Any Other Business
A transfer was required from the Business Banking Account to the Treasurers account. It was proposed Cllr White, seconded Cllr Fisher to transfer £16,000 of the funds from the Business Banking Account to the Treasurers account with a view to closing the Business Bank Account.
The Parish Council would investigate the possibility of online banking.
103.20 Date Of Next Meeting
The next meeting would take place on 26 October 2020 at 7.30pm.
