DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE REMOTE MEETING VIA ZOOM OF MONDAY 23 NOVEMBER 2020
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr B Gill-Stafford, Cllr. N. Bodian, Cllr R Wright and Cllr J Burnham
In Attendance: Cllr D Andrews, Mrs V Davies, Clerk.
127.20 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

128.20 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest
129.20 OPEN MEETING
There were no members of the public present so the meeting was not opened for public participation.
130.20 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 10 NOVEMBER 2020 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Bodian, seconded (Cllr Gill-Stafford), and resolved by all Cllrs that the notes of the meeting held on the 10 November be approved as a correct record. These would be signed by the Chairman.
131.20 CLERKS REPORT.
The Clerk reported the following:-
Government advice is to continue for the Parish Councils to meet remotely.
Cemetery. There was a request for a memorial on the recently purchased cremated remains plot. Cllrs approved the memorial.
The new website had been completed.
Allotments. The clerk would chase any outstanding payments.
Defibrilator. There is a new nationwide group which will look after defibrillators. The Parish Council can continue to manage the defibrillator themselves or LIVES could manage the defibrillator. Cllr Fisher would request a cost for the service from LIVES.
The warning sign adjacent to the playground had been replaced.
132.20 TO DISCUSS PLANNING APPLICATIONS AND DECISIONS.
N/042/01950/20 LAND ADJACENT TO DAIRY FARM COTTAGE, STATION ROAD, DONINGTON ON BAIN, LOUTH, LINCOLNSHIRE, LN11 9TR. Planning Permission - Change of use, conversion of, extensions and alterations to the existing agricultural building to provide a community farm shop and cafe and erection of a detached toilet block. This application was still live.
133.20 FINANCE. TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR NOVEMBER 2020
Proposed. Cllr Wright seconded Cllr White and resolved by all Cllrs to approve the following payments. Cllrs also noted the balances in the accounts and the Income received.:-

Cllrs noted the monthly financial report detailing the actual expenditure against budgeted expenditure. The clerk would prepare and circulate the budget calculations for 2021/2022 prior to the January meeting.
134.20 NEWSLETTER
Cllr White had contacted the editor of the Asterby Church Group newsletter and had been advised that the parish council could have a page inserted within their newsletter for £75 a year. Cllr White would report back with further information.
135.20 WEBSITE
The website had been developed and would be live from the end of December.
136. 20 MUGA/PLAYGROUND
The swing seats had arrived. The playground equipment had been power washed. Cllrs thanked Cllr Gill Stafford, Cllr Wright and Helen Girdling for their work.
137. 20 DOG WASTE BINS
ELDC had looked at the two proposed sites for the proposed new dog waste bins and had authorised the bin emptying/collection. However ELDC had no stock and no budget for at least a year. Therefore the Parish Council had the option to purchase and fit two new bins and ELDC would empty/collect. The total cost to supply two dog bins was £258.17. Cllr Fisher proposed, Cllr White seconded and it was unanimously agreed by all councillors to purchase two dog bins.
138.20 UPDATE ON BISCATHORPE OIL EXPLORATION
Cllr Bodian advised that Egdon Resources had announced their intention to submit a new planning application to retain the existing well site at Biscathorpe-2 and to undertake a side-track operation. This would be discussed further when a planning application was submitted
139.20 FOOTPATH
Cllr Gill-Stafford would look into solutions.
140.20 ALLOTMENTS
The majority of the allotment rental income had been received.
141.20 CEMETERY
Cllr White had viewed the cemetery hedge which was encroaching on the gravestones. The hedge needed reducing by at least 5ft. It was proposed that 3 quotes be obtained for completion of the work.
142.20 WELSDALE ROAD.
No response had been received from highways. Cllr Bodian would pursue.
143.20 ANY OTHER BUSINESS
There was no other business

The next meeting would take place on 25 January 2021 at 7.30pm.
