DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE REMOTE MEETING VIA ZOOM OF TUESDAY 10 NOVEMBER 2020
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr B Gill-Stafford, Cllr. N. Bodian, Cllr F Beaney (in part).
In Attendance: Mrs V Davies, Clerk.
121.20 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr R Wright.

122.20 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
Cllr Bodian declared an interest as he had previously been involved with the initial steering Group involved in the setting up of the Community Farm. He had had no involvement for 12 months. Cllr Bodian had contacted LALC who had confirmed that he could take part in the discussions.
123.20 OPEN MEETING
A parishioner considered that the application could comment on economic sustainability.
124.20 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 26 OCTOBER 2020 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Gill Stafford, seconded (Cllr White), and resolved by all Cllrs that the notes of the meeting held on the 26 October be approved as a correct record. These would be signed by the Chairman.
125.20 TO DISCUSS PLANNING APPLICATIONS AND DECISIONS.
LAND ADJACENT TO DAIRY FARM COTTAGE, STATION ROAD, DONINGTON ON BAIN, LOUTH, LINCOLNSHIRE, LN11 9TR
N/042/01950/20 Planning Permission - Change of use, conversion of, extensions and alterations to the existing agricultural building to provide a community farm shop and cafe and erection of a detached toilet block.
Parishioners were encouraged to put forward any objections to the Planning department.
The Parish Council resolved to submit the following comments.
“The Parish Council recognised that there had been various objections from residents to the planning application and detriment to the existing businesses in the village. The Parish Council could not support the planning application for the following reasons.
There was concern about the economic sustainability of the existing businesses in the village. In particular, the post office is an essential service and a dilution of trade is detrimental to the long term prospects of this business.
Safety of Access in a 40mph Limit and close to a bend. The location is next to the children’s playground. Without altering the speed limit down there was a potential for an accident with children coming from the playground.
Lighting. If the buildings were going to be in use during the Autumn/Winter period, lighting on the site needs to be detailed.
Sewerage situation. Although there is proposed to be a compost toilet. The proposed plan contains a food preparation area and information is required regarding the hand washing facilities for Staff, customers and for the washing of the produce.
Adequate pedestrian access would be required.”
