DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 12 AUGUST 2025
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr K White (Chairman), Cllr Kevin Main, Cllr Matthew Taylor, Cllr David Bellamy, Cllr Karl Kay, Cllr Fred Beaney (arrived at 8.00 pm and left at 9.00 pm),
In Attendance: Mrs V Davies, Clerk, ELDC Cllr D Simpson
There was one member of the public.
Open Meeting
The member of the public advised that he no longer supported the provision of water at the allotments but would support provision of water to the playing fields.
98.2025 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
LCC Cllr A McGonigle was absent.
99.2025 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
Cllr Taylor declared an interest in the Playground as he had submitted a quotation for replacement fencing.
Cllr Beaney arrived at the meeting.
100.2025 TO APPROVE THE MINUTES OF THE MEETING ON 8 JULY 2025.
Proposed Cllr Beaney, seconded Cllr Kay approval of the minutes. Cllr White signed the minutes.
101.2025 CLERKS REPORT.
All Items were covered within the minutes.
102.2025 FINANCE. TO APPROVE THE CHEQUES AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Main seconded Cllr Kay and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White.
The NALC salary award had been agreed (3.2% with a recommendation to back date to 1 April 2025). Proposed Cllr White seconded Cllr Main to uplift the salary from £15.84 to £16.35. Back pay would equate to £36.72.
103.2025 FLOOD PREVENTION
Cllr Simpson had requested that the Witham Third Flooding surveyor visit to assess if permission would be granted to amend the culvert. This was not possible.
The Parish Council had cleared the culvert owned by the Parish council. Discussion took place regarding the riparian responsibility of land owners to clear the culverts on their land. Cllr Main reported that one landowner had cleared from the bottom corner of the paddock to the culvert and also cleared the silt build up to the Viking way. They had also cleared up to the gate on another property. Cllr Taylor would speak to landowners regarding a further riparian right surrounding a ditch.
The Parish Council noted that the Gulleys in front of J Ward shop and the Black Horse pub were an issue. Previously when jetting the gulleys Highways had reported that there was a blockage. However Highways had taken no further action and the blockage remained. In addition LCC had previously advised that they did not have responsibility for the culvert under a highways road. The clerk would contact LCC Cllr A McGonigle to request him to view the situation and chase the issue with highways.
104.2025 PLAYGROUND/MUGA
The emergency repairs had been completed to the playground.
The parish council had been successful in the grant from ELDC (Awarded £19839 to be paid in two stages). The outcome of the lottery grant would be known by the end of August.
Discussion took place as to whether to replace the kissing gate at this stage. It was decided that the council would wait for the outcome of the lottery grant before spending decisions were made. It was resolved that Cllr Taylor (who had submitted a quotation before he was co-opted as a councillor) would not be involved in these discussions and would leave the meeting before this item was discussed in September
105.2025 PROPOSAL TO ERECT NEW VILLAGE SIGNS/SPEEDING
Cllr Kay had researched the village signs with gated entrances. This would help slow down traffic. The signs have to be 1.4m from the verge which presented an issue at the North end of the village. Further research was required as to where to place the gates.
106.2025 PLANNING APPLICATION
Biscathorpe wellsite, Land off High Street, Biscathorpe, Louth, Lincolnshire. Appeal Ref APP/Q2500/W/22/3296831. The Parish Council had submitted an objection to this application.
107.2025 ALLOTMENTS
There were no issues. Cllrs noted there was ragwort at the allotment. Allotment holders would be requested to remove the ragwort in October when the tenancy agreements were renewed.
 
108.2025 CEMETERY
 
There would be further reservations. Discussion took place regarding checking the cemetery and church yard memorials. Cllr Beaney regularly checked the Cemetery and confirmed all memorials were stable. Cllr Taylor had checked the stability of the memorials in the Churchyard and confirmed the memorials were stable. Cllrs noted there were 3 elders in the churchyard which needed removing. Cllr Taylor and Cllr Bellamy would remove these trees.
 
Cllr Beaney left the meeting.

Cllr Main would draft the next newsletter entry.
 
110.2025 ANY OTHER BUSINESS
The Parish Council requested the clerk to proceed with setting up GOV.UK email addresses. The clerk would contact two providers to get quotations to set up and maintain the generic council email (accessed by the Clerk) and also 7 councillor email accounts.
111.2025 DATE OF NEXT MEETING
Tuesday 9 September 2025 7.30pm. This clashed with the next date for LALC new Councillor training. The clerk would find out if there were any further physical new councillor training sessions.
