DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 26 JULY 2021
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr B Gill-Stafford, Cllr J Burnham. Cllr F Beaney, Cllr K Olsson after co-option.
In Attendance: Mrs V Davies, Clerk.
84.21 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

85.21 CO-OPTION OF COUNCILLOR
Proposed Cllr White seconded Cllr Beaney to co-opt Kathy Olsson as a Cllr. This was unanimously approved by Cllrs.
86.21 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest
87.21 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 24 MAY 2021 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Gill-Stafford, seconded Cllr Fisher and resolved by all Cllrs that the notes of the meeting held on the 24 May 2021 be approved as a correct record. These would be signed by the Chairman.
88.21 CLERKS REPORT.
The Clerk reported the following:-
The internal audit report has been completed. There were no issues raised.
The clerk would look on the next bank statement for a credit from HSBC which is a donation obtained via a parishioner.
89.21 TO DISCUSS PLANNING APPLICATIONS AND DECISIONS.
N/042/01414/21. erection of a detached garden room/office.
THE PADDOCK, HOLLENGS LANE, DONINGTON ON BAIN, LOUTH, LN11 9TH. The Parish Council had no comment.
90.21 FINANCE. TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR MAY 2021
Proposed. Cllr Fisher seconded Cllr Beaney and resolved by all Cllrs to approve the following payments. Cllrs also noted the balances in the accounts and the Income received.:-

91.21. DEFIBRILLATOR
The administration of the Defibrillation had been transferred to the clerk.
92.21 NEWSLETTER
The clerk would put an entry in the Newsletter.
93. 21 MUGA/PLAYGROUND
Cllr Gill-Stafford had received advice about the MUGA and would treat it with near dairy sanitizer. Cllr Gill-Stafford would also enquire about the cost of a company cleaning the MUGA.
There was a broken fence at the playground and discussion took place regarding removing the fence. Cllr White would find out if fencing was a safety requirement.
94.21 FOOTPATH
There were many footpaths which needed cutting.
The clerk would write to landowners to request them to cut the footpath which runs from Welsdale road to to the back of Glebe close and also request that the hedge is cut after the breeding season.
95.21 ALLOTMENTS
Two further allotments had been let.
96.21 CEMETERY
There had been an incident of fly tipping. This had been removed by Cllr Gill-Stafford. In addition, arrangements were being made with family members to intern cremated remains in an existing plot.
97.21 WELSDALE ROAD.
LCC Highways had erected the signs at Welsdale Road advising “not suitable for HGV”. The pot holes had also been filled.
98.21 ANY OTHER BUSINESS
Discussion took place regarding producing a leaflet to promote walks around the village. Action Clerk to ask Hugo Marfleet if funding is available. The clerk was asked to draft a letter to the Chair of Governors at Donington on Bain primary school regarding parking in the village.
99.21 DATE OF NEXT MEETING
The next meeting will take place on Monday 27 September.
