DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE REMOTE MEETING VIA ZOOM OF MONDAY 25 JANUARY 2021
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr B Gill-Stafford, Cllr. N. Bodian, and Cllr J Burnham
In Attendance: Mrs V Davies, Clerk. Rev Cilla Smith.
1.21 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr F Beaney and Cllr R Wright.
2.21 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest
3.21 OPEN MEETING
Rev Cilla Smith introduced herself. She would work with the Parish Council and primary school to connect with the community.
4.21 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 23 NOVEMBER 2020 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Fisher, seconded (Cllr White), and resolved by all Cllrs that the notes of the meeting held on the 23 November be approved as a correct record. These would be signed by the Chairman.
5.21 CLERKS REPORT.
The Clerk reported the following:-
Government advice is to continue for the Parish Councils to meet remotely.
Cemetery. There was a request for a memorial on the recently purchased cremated remains plot.
The new website had been completed.
Allotments. All payments had been received.
The Parish Council had approved a quotation for £550 plus VAT to cut to cut the cemetery hedge. Cllr Beaney was liaising with the contractor and relatives of cremated remains plots to ensure the work could be completed with minimal disruption
6.21 TO DISCUSS PLANNING APPLICATIONS AND DECISIONS.
N/042/01950/20 LAND ADJACENT TO DAIRY FARM COTTAGE, STATION ROAD, DONINGTON ON BAIN, LOUTH, LINCOLNSHIRE, LN11 9TR. Planning Permission - Change of use, conversion of, extensions and alterations to the existing agricultural building to provide a community farm shop and cafe and erection of a detached toilet block. This application had been approved.
7.21 FINANCE. TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR JANUARY 2021
Proposed. Cllr Gill-Stafford seconded Cllr White and resolved by all Cllrs to approve the following payments. Cllrs also noted the balances in the accounts and the Income received.:-

Cllrs noted the monthly financial report detailing the actual expenditure against budgeted expenditure. The Chairman had verified the Bank reconciliation against the bank statement.
8.21 TO APPROVE THE BUDGET FOR 2021/22 AND SET THE PRECEPT
Cllrs approved the budget. Cllrs agreed a precept of £10,000, proposed Cllr Bodian seconded Cllr Gill Stafford and agreed by all councillors. The precept remains unchanged from the current financial year
9.21 NEWSLETTER
Cllr White had contacted the editor of the Asterby Church Group newsletter. The parish council could purchase 6 pages for £75 or a single page when required for £15 on each occasion. The Parish Council agreed to purchase one page in the next newsletter. If this format was successful the Parish Council would consider whether to purchase a set of 6 pages. Action: Clerk to draft an article for the Newsletter and forward to Cllrs.
10.21 WEBSITE
The new website is up and running.
11. 21 MUGA/PLAYGROUND
The new swing seats were now in place. Cllrs thanked Cllr Wright. A Parishioner had highlighted that a car had been driving on the recreation ground. This had been caused by one of the allotment holders who had got stuck on the wet ground. Cllr White would contact Cllr Beaney.
12. 21 DOG WASTE BINS
The new Dog Waste bins were in place.
13.21 UPDATE ON BISCATHORPE OIL EXPLORATION
Cllr Bodian advised that a planning application from Egdon Resources would be submitted in February and the consultation would be live in mid March. Cllr Bodian proposed that this be discussed at the February meeting.
14.21 FOOTPATH
There was no report.
15.21 ALLOTMENTS
All of the allotment rental income had been received. It was proposed that the allotments would be advertised in the Newsletters.
16.21 CEMETERY
Cllrs had approved a quotation for £550 plus VAT to cut the cemetery hedge.
15.21 WELSDALE ROAD.
No response had been received from highways. Action: Clerk to pursue.
16.21 ANY OTHER BUSINESS
Defibrillator
The Parish Council resolved that the Parish Council would continue to check the defibrillator annually. Cllr Fisher would demonstrate to Cllr Gill Stafford and Cllr White how to access and check the defibrillator battery and pads. The clerk would report to LIVES when the check had been made.
16.21 DATE OF NEXT MEETING
The next meeting would take place on 22 February 2021 at 7.30pm.
