DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 24 APRIL 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr F Beaney, Cllr B Gill-Stafford, Cllr K Olsson, , Cllr. M. Fisher,
In Attendance: Mrs V Davies, Clerk.
There were no members of the public present.
47.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr R Wright, Cllr J Burnham
48.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
49.23 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 27 MARCH 2023 AND TO AUTHORISE THE CHAIRMAN TO SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Fisher, seconded Cllr Beaney and resolved by all Cllrs that the notes of the meeting held on 27 March 2023 be approved as a correct record. These were signed by the Chairman.
50.23 OPEN MEETING
A parishioner expressed an interest to be co-opted onto the Parish Council. She had lived in the village for a number of years. The parish council would discuss the election process.
51.23 PROPOSALS TO ERECT A VILLAGE SIGN
Cllr White and Cllr Beaney had met with highways regarding erecting a highways sign. Action Clerk to arrange the design competition with the primary school.
52.23 FINANCE. TO APPROVE THE CHEQUES FOR MARCH AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr White seconded Cllr Gill-Stafford and agreed by all Cllrs to authorise the cheques for payment.

INCOME. NIL
Cllr White and Cllr Gill-Stafford verified the bank statements.
Cllr Wright would be a signatory on the bank mandate. This was deferred until the next meeting that Cllr Wright was present.
53.23 ANNUAL GOVERNANCE AND ACCOUNTABILITY RETURN
LETTER FROM INTERNAL AUDITOR.
Cllrs noted the comments from the internal auditor regarding payment of PAYE for the clerk. Cllrs viewed evidence that PAYE obligations had been met. Councillors resolved that in future the clerk salary would be calculated and the net payment made to the clerk. The clerk would make the PAYE payment to HMRC and claim this back as part of her expenses. This would ensure that the Parish council met the PAYE obligations on a timely basis.
The Annual Governance and Accountability Return would be presented to the May meeting.
54.23 SPEEDING IN THE VILLAGE
This item was deferred. Discussion took place regarding borrowing a speed gun from another village to assess the extent of the speeding issue.
55.23 CO-OPTION/CHAIRMANSHIP
There would be two vacancies on the parish council on 9 May. A notice would be displayed on the noticeboard inviting parishioners to attend the Annual Meeting of the Parish Council on 22 May if they were interested in being co-opted onto the council. Interested parties would be requested to bring with them a brief description of why they wanted to be a councillor. There would be a further vacancy in January 2024 when Cllr White would step down (as he no longer lived within 3 miles of the Parish). Discussion took place regarding chairmanship after this date.
56.23 MUGA AND PLAY AREA
The Clerk would contact ELDC regarding the progress of the funding application. Cllr White would contact the contractor regarding clearing the moss and cleaning the MUGA.
57.23 NEWSLETTER
The clerk would submit a newsletter entry.
58.23 PLANNING
N/042/00498/23 BADGERS HOLT, MILL ROAD, DONINGTON ON BAIN
The Parish Council approved the application.
59.23 FOOTPATH/ WALKS LEAFLET
The leaflet was almost ready to print. Cllr White had reviewed the draft. Cllr Olsson would contact the printer to request a printers copy.
60.23 ALLOTMENTS
There were no issues. A further allotment had been let.
61.23 CEMETERY
Two Parishioners had reserved two plots in the cemetery. Further plots would be reserved.
62.23 ANY OTHER BUSINESS
Sincere thanks were given to Cllr Burnham and Cllr Fisher, who would not be standing for re-election of the Parish Council for all their service to the Parish Council.
A black bin had been obtained for outside the MUGA.
Cllr Gill Stafford had sourced a key to the filing cabinet which would be stored in the Village Hall.
The coronation Mugs had been delivered to the primary school to present to all the children attending Donington on Bain Primary school and Pre School.
