DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 25 JULY 2022
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr J Burnham, Cllr F Beaney, Cllr R Wright,.
In Attendance: Mrs V Davies, Clerk. Cllr David Andrews.
There was one member of the public.
Open Meeting.
A Parishioner raised the issue of broken glass around the glass recycling bin. Cllr Andrews reported that recycling bins would be delivered black bin with purple lid to recycle paper and card, The grey bin would be used for plastic and glass. Grant monies were available for small grant funding. East Lindsey would not move into their new building until January.
93.22 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from Cllr K Olsson, Cllr B Gill-Stafford.
94.22 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
95.22 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 27 JUNE 2022 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Fisher, seconded Cllr Wright and resolved by all Cllrs that the notes of the meeting held on the 27 June 2022 be approved as a correct record. These would be signed by the Chairman.
96.22 CLERKS REPORT.
The clerk reported that she was in email contact with Lawn Tennis Association about the repairs needed to the tennis court.
97.22 NEWSLETTER
The parish council would submit a newsletter entry.
98.22 FINANCE. TO APPROVE THE CHEQUES FOR JUNE AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Fisher seconded Cllr White and agreed by all Cllrs to authorise the cheques for payment.

The clerk reported that the clerk expenses this month included the expenses for June and July. This is because the bank would not accept the cheque with the June expenses due to there being an alteration on it.

Cllrs noted the Income v Expenditure reports. Cllr White verified the bank statements.
99.22 PLANNING
There were no applications.
100.22 PLAYGROUND/MUGA
The quotation from the suppliers of the play equipment to supply and fit the replacement wooden bridge was £997 plus VAT. Cllr Wright had obtained a quote to replace the wooden slats on the bridge at the playground. Proposed Cllr White, seconded Cllr Fisher that the wooden slats be purchased at a cost of circa £100 (supply only). Cllr Wright would arrange for the installation of the new wooden bridge.
There was no progress with activelincolnshire regarding funding for the tennis court and playground. Cllr White and Cllr Wright would chase to progress. In addition the clerk was in contact with the Lawn Tennis Association regarding funding for the repairs to the tennis courts.
The annual playground safety inspection will take place in August.
Cllr Wright had repaired the in hole in the Playground area. However the hole had reappeared and it was thought this was caused by a badger or rabbits.
101.22 FOOTPATH/ WALKS LEAFLET
There was no further progress on the leaflet.
102.22 TO ARRANGE SAFETY INSPECTIONS. (CEMETERY, TREES)
Cllr Wright had completed an inspection of the cemetery and churchyard. Cllr Gill-Stafford and Cllr Wright would conduct an inspection of the trees.
103.22 ALLOTMENTS
The clerk would liaise with Cllr Beaney regarding the allotments.
104.22 CEMETERY
There were no issues. In the near future there would possibility be an internment of cremated remains.
105.22 STORAGE OF FILES
Cllr White now stored the parish council filing cabinet.
106.22 ANY OTHER BUSINESS
It was noted that the ground in front of the glass recycling had collapsed and required resurfacing. Cllr Andrews left the meeting to assess the situation and report to ELDC.
Prices would be available for bulbs in the Autumn.
Discussion took place regarding introducing a speed limit of 20mph outside the school. It was considered that the main issue is traffic coming into and out of the village. Cllr White would contact highways and the Road Safety Partnership.
