DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 31 OCTOBER 2022
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr F Beaney, Cllr B Gill-Stafford, Cllr K Olsson, Cllr J Burnham
In Attendance: Mrs V Davies, Clerk.
There were no members of the public present.

There were no parishioners present.
121.22 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

122.22 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
110.22 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 20 SEPTEMBER 2022 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Gill-Stafford, seconded Cllr White and resolved by all Cllrs that the notes of the meeting held on the 20 September 2022 be approved as a correct record. These would be signed by the Chairman.
111.22 CLERKS REPORT.
The clerk was in communication with ELDC David Andrews regarding a grant for playground refurbishment.
123.22 MUGA AND PLAY AREA
Councillors considered the annual inspection reports.
MUGA
The following issues were highlighted.
Delamination of wood. Cllr Gill-Stafford would look into pricing for replacing the wood/or recycled plastic sheeting around the MUGA.
Gates access is limited by soil. This would be padlocked which would resolve the issue. Discussion took place regarding locating the key to the padlock at the front the MUGA.
Moss Algae. The LTA would possibly fund refurbishment of the MUGA. Action: Clerk to chase the LTA. Alternatively the moss would be cleaned from the MUGA in the Spring.
PLAYGROUND
Playground notice. Cllr White would amend the sign and include his number.
Swing. Dry Bearings/Loose swing seat eye bolts. Cllr Gill Stafford had resolved
Fixtures on Multiplay. No action.
Exposed metal on rope on Toddler Multiplay. Cllr Gill-Stafford would look into the issue.
Corrosion of rocker see saw. Cllr Gill Stafford had treated the bottom of the sea-saw. Resolved.
Swing. Butterfly shackles have been used, presenting non-rounded edges. Cllr Gill-Stafford would look into resolving.
Cllrs resolved that the second wooden bridge in the play area now needed replacing. Action: Clerk to contact Cllr Wright.
124.22 FINANCE. TO APPROVE THE CHEQUES FOR OCTOBER AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Burnham seconded Cllr Beaney and agreed by all Cllrs to authorise the cheques for payment.

as no cheques in cheque book Repairs
Cash had been received as allotment income on the night of the meeting. There were no cheques left in the cheque book so Cllr Gill-Stafford was reimbursed with cash received from allotment income. The clerk would go into the bank and request a new cheque book.

Cllr White and Cllr Gill Stafford verified the bank statements.
125.22 PLANNING
N/042/01780/22. Change of use of land to provide a storage yard, siting of 2no. shipping containers and one storage unit, and erection of a pole with floodlight to the maximum height of 5.8 metres (works completed). LOCATION: SUNNYDALE, HOLLENGS LANE, DONINGTON ON BAIN, LOUTH, LN11 9TH. The parish council had no objections providing the containers were painted green.

N/042/01597/22. LOCATION: THE HOLLIES, STATION ROAD, DONINGTON ON BAIN, LOUTH, LN11. PROPOSAL 9TR: Planning Permission - Change of use, conversion of and alterations to the existing stable block and utility building to provide an annexe and a holiday let. Approved.
126.22 GRASS CUTTING TENDERS.
Tenders were required for grass cutting for 2023-2025. The tenders for grass cutting would be displayed on the noticeboard and had been advertised in the Asterby Parishes Newsletter.
127.22 FOOTPATH/ WALKS LEAFLET
Draft leaflets were circulated. Cllrs would review the leaflets for accuracy and contact Cllr Olsson with details of amendments needed. Quotations had been obtained for printing A3 folded to A5 - 1000 copies £297 (no VAT). Cllrs approved the quotation. Cllr Burnham would try to obtain a grant for the cost.
128.22 ALLOTMENTS
Allotment renewal forms had been distributed. The clerk would chase payments which had not been received.
129.22 CEMETERY
There were no issues.
130.22 TO RATIFY THE COMPLAINTS POLICY.
The parish council ratified the complaints Policy. In future two councillors would be present on council business.
131.22 TO SET THE BUDGET
Councillors considered the budget for 2023-24. Proposed Cllr White, seconded Cllr Gill-Stafford and agreed unanimously by all councillors to set the precept at £10,000. (no increase in last year).
132.22 NEIGHBOURHOOD WATCH
Benniworth Parish Council have asked if the Parish Council wanted to participate in a joint neighbourhood watch. This would not be progressed at this stage.
133.22 ANY OTHER BUSINESS
The Parish council resolved to locate and copy all keys. A spare set of each key would be retained.
The poles on the 30MPH sign adjacent to the MUGA had deteriorated and posed a hazard. Action: Clerk to contact highways.
Councillors noted the Church remembrance service on 11 November at 1030 at the Church. Cllr White would represent the Parish Council and lay a the remembrance wreath.
Councillors noted that a parishioner would like to put some Wild flowers at Meadowcroft. Cllr Beaney would liaise with the parishioner.
