DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 27 FEBRUARY 2023
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr F Beaney, Cllr B Gill-Stafford, Cllr K Olsson, Cllr J Burnham, Cllr R Wright
In Attendance: Mrs V Davies, Clerk. Cllr D Andrews,
There were two members of the public present.
Open Meeting.
Members of the public discussed their concerns regarding speeding. Cllr White had contacted the council to request a 20 mph speed limit in the village and would pursue the matter with Cllr Marfleet. It was considered that there would be insufficient support in the village to run a speed gun system.
16.23 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

17.23 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
18.23 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 30 JANUARY 2023 and 28 November 2023 AND TO AUTHORISE THE CHAIRMAN TO SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Olsson, seconded Cllr Gill-Stafford and resolved by all Cllrs that the notes of the meeting held on 28 November 2023 and 30 January 2023 be approved as a correct record. These were signed by the Chairman.
19.23 ELECTION PROCESS
Cllrs noted that East Lindsey District council were not posting off the nomination packs for Parish Council elections. Interested parties were required to print the online application form or collect a form from the East Lindsey District council offices. It was resolved that the clerk would print the nomination forms and these would be completed at the next meeting.
20.23 CLERKS REPORT.
The Village Hall Committee were happy to store a lockable Filing cabinet in the stock cupboard. However the Parish Council should be aware that the Village Hall is open at various times of the day and night. It is the responsibility of the Parish Council to ensure that the filing cabinet is suitably secure. Cllrs noted that the Village Hall Committee could not be responsible for any losses. In the first instance, Cllr Gill-Stafford agreed to investigate the possibility of obtaining a replacement key for the existing cabinet.
Discussion took place regarding a proposal to provide coronation mugs for the children who attended Donington On Bain Primary School or pre-school. Action: Clerk to contact the school to ascertain if the school were considering supplying coronation mugs. If this was the case the Parish Council would not need to supply these. Action Clerk to contact the school to see if they were providing mugs.
Discussion took place regarding erecting two new village signs. It was proposed to hold a competition within Donington on Bain primary school (possibly limited to KS2) for the design concept of the design.
21.23 MUGA AND PLAY AREA
LDC Grant Funding/Lottery funding.
The clerk reported that ELDC funding is available on a matched basis and the parish council seemed to meet the criteria for funding for outdoor spaces for the MUGA. Cllr Gill-Stafford had obtained a quote for the boards and a revised quote would be obtained from the installers of the MUGA. Cllrs agreed to apply for ELDC 50% matched funding and would attempt to get the remaining 50% funding from the Lottery or other Funding. If Lottery funding was not available it was proposed that 50% of costs of MUGA refurbishment could be met from reserves.
Lottery funding required a questionnaire be completed by residents. This had been drafted following the last meeting. Action clerk to print of 200 copies of the letter and to pass these to Cllr Gill-Stafford. The closing date for the return of the questionnaires would be Friday 24 March 2023. In addition, Cllr White would enquire regarding grant funding at the Co-Operative Society.
Cllrs noted that the majority of the items raised in the annual inspection reports had been resolved or would be attended to. The padlock had been removed from the MUGA.
22.23 FINANCE. TO APPROVE THE CHEQUES FOR MARCH AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr White seconded Cllr Gill-Stafford and agreed by all Cllrs to authorise the cheques for payment.

23.23 PLANNING
None
24.23 FOOTPATH/ WALKS LEAFLET
The walks had been re-walked to verify adjustments required.
25.23 ALLOTMENTS
The parishioner had taken over an allotment. Half a plot was still available.
26.23 CEMETERY
Family members had complained about hedge trimmings on a grave. The contractor would be requested to clear away hedge trimmings.
27.23 VILLAGE FLOWER BEDS
Two bags of compost has been purchased for the village flower beds.
28.23 ANY OTHER BUSINESS
An Extra Ordinary meeting of LALC would take place on 16 March. If councillors wish to attend to contact the clerk.
29.23 DATE OF NEXT MEETING
The next meeting will take place on Monday 27 March 2023
