DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 7 DECEMBER 2021
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr. K. White, Cllr. M. Fisher, Cllr J Burnham. Cllr F Beaney,

Cllr Andrews reported that there was a financial fund available from East Lindsey for vulnerable persons.
114.21 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

115.21 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
There were no declarations of interest.
116.21 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF
THE COUNCIL HELD ON 27 SEPTEMBER 2021 AND TO AUTHORISE THE CHAIRMAN TO
SIGN THE OFFICIAL MINUTES.
It was proposed Cllr Fisher, seconded Cllr Burnham and resolved by all Cllrs that the notes of the meeting held on the 27 September 2021 be approved as a correct record. These would be signed by the Chairman.
117.21 CLERKS REPORT.
The Clerk reported the following:-
Councillors were requested to re-complete their declarations of interest forms showing their addresses and places of work.
The clerk would contact highways about a sign which remained following road repairs on Welsdale Road.
118/2021. NEWSLETTER
The clerk would liaise with the Chairman to submit a newsletter entry.
119/21 FINANCE. TO APPROVE THE CHEQUES FOR OCTOBER AND NOVEMBER AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr White, seconded Cllr Fisher and ratified by all Councillors to approve the expenditure for October 2021 and November 2021. Cllrs also noted the balances in the accounts and the Income received.:-

120/21 TO APPROVE THE BUDGET FOR 2022/23 AND SET THE PRECEPT.
Cllrs approved the proposed budget for 2022/23 and approved the precept of £10,000. Proposed Cllr White, seconded Cllr Fisher and approved by all councillors.
121/21 TO APPROVE THE GRANT APPLICATION FORM FROM EAST LINDSEY DISTRICT COUNCIL.
Cllrs approved the application to request a grant of £300 for refurbishment/maintenance of the children’s play area. Cllr Andrews was present and was given the application form.
122/21 TO DISCUSS PLANNING APPLICATIONS AND DECISIONS.
N/042/01850/21 LAND OPPOSITE INGLNOOK, ENFIELD ROAD, DONINGTON ON BAIN. Planning Permission - Erection of a detached house with a detached single garage. Approved.
PLANNING REFERENCE NUMBER: N/059/00510/21. LCC reference number: PL/0037/21. Development: for a side-track drilling operation, associated testing, and long-term oil production
Location: land off High Street, Biscathorpe. Rejected
123. 21 MUGA/PLAYGROUND
The 2 weekly inspection of the playground had highlighted several issues. Action Cllr White and Cllr Gill-Stafford to review the playground maintenance issues. The repairs to the fence around the playground had been completed. Cllrs noted that the MUGA still needed cleaning.
124/21 TO REDUCE THE HEDGE OBSCURING THE PRIMARY SCHOOL SIGN
Cllr Fisher would look into the issue.
125.21 FOOTPATH/ WALKS LEAFLET/PROVISION OF CAR PARK/TOILETS
A business owner had spread some gravel on the footpath. Action: Clerk to write with letter of thanks.
It was proposed that a Cllr be appointed to move forward the Walks Leaflet proposal.
126.21 PROVISION OF CAR PARK TOILETS
Quotations had been received. However, this item would not be pursued at present.
127.21 ALLOTMENTS
The majority of the allotment renewal payments had been received. The clerk would continue to chase outstanding payments.
128.21 CEMETERY
There had been an internment of cremated remains.
129.21 PROVISION OF ADDITIONAL GLASS BIN
Discussion took place regarding misleading information relating to the frequency of emptying the glass bottle banks. Cllr Andrews agreed to clarify the procedures for emptying the bottle banks.
130.21 ANY OTHER BUSINESS
Discussion took place regarding a proposal to apply for the Tesco Community grant scheme to fund the maintenance of the playground. Cllr Beaney would make enquiries.
The Chairman had been contacted by “Whoever You Are” film production Company, based in Lincolnshire who were considering creating a film in the Donington on Bain abandoned railway tunnel.

The next meeting will take place on Monday 31 January.
