DONINGTON ON BAIN PARISH COUNCIL

NOTES OF THE REMOTE MEETING VIA ZOOM OF MONDAY 26 OCTOBER 2020

THE MEETING WAS OPENED AT 7.30PM.

 

 

Present: Cllr. K. White, Cllr. M. Fisher, Cllr B Gill-Stafford, Cllr. N. Bodian, and Cllr J Burnham (until 7.50 pm)

In Attendance: Cllr D Andrews, Mrs V Davies, Clerk.

 

103.20 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.

Apologies were received from Cllr R Wright.

 

104.20 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.

 

There were no declarations of interest

105.20 OPEN MEETING

 

There were no members of the public present so the meeting was not opened for public participation.

 

106.20 TO APPROVE AS A CORRECT RECORD, THE NOTES OF THE MEETING OF

THE COUNCIL HELD ON 28 SEPTEMBER 2020 AND TO AUTHORISE THE CHAIRMAN TO

SIGN THE OFFICIAL MINUTES.

 

It was proposed Cllr Gill Stafford, seconded (Cllr White), and resolved by all Cllrs that the notes of the meeting held on the 28 September be approved as a correct record. These would be signed by the Chairman.

 

107.20 CLERKS REPORT.

The Clerk reported the following:-

 

Government advice is to continue for the Parish Councils to meet remotely.

 

108.20 TO DISCUSS PLANNING APPLICATIONS AND DECISIONS.

Cllr Fisher highlighted a new planning application had been published on the East Lindsey planning website.

N/042/01950/20 LAND ADJACENT TO DAIRY FARM COTTAGE, STATION ROAD, DONINGTON ON BAIN, LOUTH, LINCOLNSHIRE, LN11 9TR. Planning Permission - Change of use, conversion of, extensions and alterations to the existing agricultural building to provide a community farm shop and cafe and erection of a detached toilet block.

This would be distributed to Cllrs by the clerk when this was received.

109.20 FINANCE. TO AUTHORISE THE SIGNING OF ORDERS FOR PAYMENT AND TO NOTE INCOME FOR OCTOBER 2020

 

Proposed. Cllr Bodian seconded Cllr White and resolved by all Cllrs to approve the following payments. Cllrs also noted the balances in the accounts and the Income received.:-

Cllrs noted the monthly financial report detailing the actual expenditure against budgeted expenditure.

 

110.20 NEWSLETTER

 

There was no progress. It was resolved that the newsletter would be postponed until further notice.

 

111.20 WEBSITE

 

The website was under development.

 

112. 20 MUGA/PLAYGROUND


 

Cllrs noted that the lottery bid for the playground had been refused due to pressure on the system for Covid related bids.

The playground would be pressure washed when a pressure washer was available.

The Bridge at the playground had been repaired by Cllr Gill Stafford. Cllrs thanked Cllr Gill Stafford for the work on the bridge.

Closure notices had been printed and erected for the swings. Cllr White proposed Cllr Gill Stafford seconded purchase of replacement swing seats. Cllrs approved expenditure up to £600 to replace the swing seats. Action: Cllr Bodian to progress.

The paint for the playground refurbishment had been purchased.


 

113. 20 DOG WASTE BINS

There was no progress.


 

114.20 FOOTPATH

Cllr Gill-Stafford would look into solutions.

 

115.20 ALLOTMENTS

All the allotment renewal letters had been distributed.


 

116.20 RISK ASSESSMENTS

Cllr White proposed, Cllr Gill-Stafford seconded approval of Risk Assessment sections 10 -17.


 

117.20 CEMETERY

A cremated remains plot had been purchased for a deceased Donington on Bain resident. Cllr Beaney and Cllr White had been to look at the proposed cremation plot. Councillors considered a request for a memorial. This was approved.


 

118.20 NOMINATION FOR LALC COUNTY COMMITTEE

Proposed Cllr Bodian, seconded Cllr Gill Stafford to nominate Cllr White to be a representative on the LALC committee.


 

119.20 ANY OTHER BUSINESS

There was no other business

120.20 DATE OF NEXT MEETING

The next meeting would take place on 23 November 2020 at 7.30pm. Action the clerk to distribute a list of dates for meetings for next year.
