DONINGTON ON BAIN PARISH COUNCIL
NOTES OF THE MEETING OF THE PARISH COUNCIL HELD IN THE VILLAGE HALL ON TUESDAY 9 JANUARY 2024
THE MEETING WAS OPENED AT 7.30PM.
Present: Cllr B Gill-Stafford (Vice Chairman and Chairman for this meeting). Cllr K Olsson, Cllr J Taylor, Cllr R Wright, Cllr F Beaney
In Attendance:, Mrs V Davies, Clerk.
There were 2 members of the public.
1.2024 APOLOGIES WITH REASONS FOR ABSENCE AND ACCEPT APOLOGIES WHERE VALID REASONS, GIVEN TO THE PARISH CLERK PRIOR TO THE MEETING.
Apologies were received from ELDC Cllr Simpson, Cllr F Hedley, Cllr K White (Chairman)
2.2024 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE LOCALISM ACT 2011 – BEING ANY PECUNIARY INTEREST IN AGENDA ITEMS NOT PREVIOUSLY RECORDED ON MEMBERS’ REGISTER OF INTERESTS AND ANY WRITTEN REQUESTS FOR DISPENSATION.
None were declared.
OPEN MEETING
One parishioner attended to discuss the planning application. N/042/02327/23. Erection of a pair of semi-detached bungalows and construction of vehicular access. Land adjacent to Sunnydale, Hollengs Lane, Donington on Bain. LN11 9TH. The parishioner was concerned this may be the first application in a larger development and the design was not consistent with a small village design. There was poor access and the storage works which are in situ have not been changed. Limited working hours were requested if the application was granted.
The Parish council noted that the minutes of the last meeting had not been placed on the Noticeboard. The parish council apologised for this.
3.2024 TO APPROVE THE MINUTES OF THE MEETINGS ON 5 DECEMBER 2023
Proposed Cllr Wright. Seconded Cllr Taylor approval of the minutes of 5 December 2023. Cllr Gill-Stafford signed the minutes.
4.2024 SPEEDING
There was no further update. The invoice for the signage for the speed gun had been paid.
5.2024 CLERKS REPORT.
Cllr Simpson had advised the clerk there was a consultation from OFGEM on Standing Charges applied to energy bills.
Cllrs were made aware that scammers are recording the email addresses of councillors from the parish council website and there had been scam email reportedly from another councillor to the Chairman. Cllrs would be vigilant in responding to unusual email request.
6.2024 NEWSLETTER
The Parish Council would include an entry in the March/April newsletter.
7.2024 FINANCE. TO APPROVE THE CHEQUES FOR JANUARY AND NOTE THE FINANCIAL REPORTS.
Proposed Cllr Gill-Stafford seconded Cllr Wright and agreed by all Cllrs to authorise the cheques for payment.

Cllrs noted that the bank reconciliation had been verified by Cllr White and Cllr Headley.

8. 2024 PLAYGROUND/MUGA
GRANT FUNDING
The Parish Council noted that the first half of the UK Grass Routes funding of £6854.90 was showing in the bank statement. The grant of £9,999 from the lottery was expected to be included in the next bank statement.
The clerk had chased up Advantage Court Maintenance who had installed the MUGA for an updated quotation. This would be presented to the next parish council meeting.
Proposed Cllr Gill-Stafford, seconded Cllr Wright and approved by all Councillors to proceed with ordering the boards for the MUGA. The latest quote received was dated 8 August 2023. Goods = £4032.00 Delivery = £180.00 VAT = £842.40 Total = £5054.40. The Parish Council were aware that the quotation may have increased but this was the was most cost effective supplier. Proposed Cllr Gill-Stafford, seconded Cllr Wright and agreed by all Cllrs that the clerk should order the boards. The clerk would contact the supplier (Solway) for an updated quotation and request information regarding the lead time for delivery. The boards would be delivered to the MUGA and Cllr Gill-Stafford and Cllr Wright would install.
PLAYGROUND MAINTENANCE
Cllr Wright would address the missing fencing panel in the playground.
9.2024 PLANNING APPLICATIONS
N/042/02327/23. Erection of a pair of semi-detached bungalows and construction of vehicular access. Land adjacent to Sunnydale, Hollengs Lane, Donington on Bain. LN11 9TH.
The Parish Council neither approve nor oppose the application. The Parish Council agreed to submit the following comment. There was concern that the windows will be facing the windows of the existing bungalow. The parish council was concerned regarding the current infrastructure for sewerage. Concern was raised regarding the small car park. Adequate parking is required. Should this application be approved. Restrictions on working times are required with work taking place between the hours of 8.30 to 5pm Monday to Friday with no Sunday or Bank Holiday working.
10.2024 ALLOTMENTS
All allotments had been taken.
11.2024 CEMETERY
There would be two further internments in the cemetery.
CHRISTMAS TREE IN THE CHURCHYARD
The tree would be replaced.
12.2024 FLOODING IN THE VILLAGE
The Parish Council is taking steps to address the issue. During the recent floods the Parish council was aware that the Dyke was flowing freely and the blockage which caused the flooding was further along. The Parish Council is due to meet with a representative from East Lindsey District Council to investigate the cause of the blockage. There was a grant available for grant measures. The clerk would investigate. On investigation the grant was available to residents who had been severely affected by flooding to their property.
13.2024 PREPARATION FOR INTERNAL AUDIT
TO RATIFY RISK ASSESSMENT.
The remaining sections of the risk assessment were considered and ratified. Proposed Cllr Gill-Stafford, seconded Cllr Olsson and approved by all Cllrs.
APPOINTMENT OF INTERNAL AUDITOR
The Parish Council resolved to use the same internal auditor as in previous years. (J Cooper). The clerk would contact the auditor to verify that she was willing to undertake the audit this year.
14.2024 ANY OTHER BUSINESS
There was no other business.
